COPIES TO: ITEM NO. 440 M E M O R A N D U M TO: ity Council FROM: ity Manager SUBJECT: 1987 Goals & Objectives DATE: January 26 , 1987 The City' s Annual Goals & Objectives meeting presents an opportunity to review progress on the goals & objectives established by the City during the previous year, as well as establish a priority work plan for the upcoming year. The adoption of a Goals & Objectives Plan for 1987 will facilitate the planning and development of the Fiscal Year 1987-88 Budget and Update to the Five-Year Capital Improvement Program. Objectives which require additional resources can be identified and the cost/benefit can be evaluated as part of the budget process . 1986 Goals & Objectives Attached to this memorandum is the 1986 Goals & Objectives Year End Report, which identifies the status of each of the objectives in more detail . The last two pages of this report identify the status of each Capital Improvement Project, which was authorized for funding or partial funding during Fiscal Year 1986-87 . During 1986, a total of 95 objectives were identified by Staff and the City Council . Of those 95 objectives, 50 (or 53%) have been completed or are ongoing, 8 (or 8% ) are nearly completed, 24 (or 25% ) are underway and no progress has been made on 13 (or 14% ) . Of those objectives which were not completed, there were 15 objectives which could have been completed, but were not,, because of insufficient progress by other agencies or private parties . With respect to the 1986-87 Capital Improvement Program Status Report, the progress on each of the capital projects included in this report represents work completed within the last 6 months . As can be seen from the report, all of the projects are in various stages of design or completion with the exception of the Sewage Facility Expansion purchase, the Senior Citizen Center Renovation and Shannon Park Renovation. 1987 Goals & Objectives The preliminary goals & objectives identified for 1987 are a compilation of those goals that were not completed during 1986 ,. as well as new goals that were felt to be of particular importance to Staff. The objectives within each program area are placed in priority order as viewed by Staff . In order to get clear policy direction with respect to those objectives which should be pursued for the upcoming year, it is important that the City Council identify the priority of those objectives which are included in the preliminary list, as well as add any objectives that need to be included. In order to more effectively prioritize the objectives this year by program area, Staff has revised the prioritization format . This year, Staff would recommend that the City Council prioritize each objective within each program area by giving it a numerical score that corresponds with the following priorities : 3 - High Priority 2 - Medium Priority 1 - Low Priority 0 - No Priority (or Delete) In addition, Staff has provided additional lines with spaces to rank any additional goals which the City Council may wish to include on the list. It is recommended that the City Councilmembers complete their ranking and propose any changes to the 1987 Preliminary Goals & Objectives list on an individual basis, and submit these lists to Staff at the City Council ' s regular meeting of February 9 , 1987 . With respect to capital improvements , Staff has provided a comprehensive list of the capital improvements which are presently included in the Five- Year Capital Improvement Program (see attached) , as well as a section on the 1987 Preliminary Goals & Objectives list for the Council to add any additional projects which are felt to be worthy of consideration in this years Capital Improvement Program Update . Any projects which individual Councilmembers would like to see included, should be included on this list and submitted on February 9 , 1987 . By submitting the prioritization of the objectives for 1987 prior to the City Council ' s special meeting on February 12, 1987 , the Staff will be able to compile the results prior to the meeting, and thus, assist the Council in expediting the discussion and finalization of the 1987 Goals & Objectives Program. Goals & Objectives Meeting Format It is recommended that the City Council follow the following format in considering goals & objectives at its meeting of February 12, 1987 . 1 . Hear a brief review of the 1986 goals & objectives . 2 . Hear Staff presentation on 1987 Preliminary Goals & Objectives within each program area. 3 . (85) Increase level of traffic Full time traffic officer began in 8/86. 1986 traffic citations were 6,179 enforcement or 28% greater than 1985. A total of 462 traffic accidents were investigated during 1986. This is a 12% _increase over 1985 • 2. (86) Implement Neighborhood Crime Prevention Staff conducted 19 meetings with over 450 persons in Self-Help Program attendance.
