HomeMy WebLinkAbout5.1 Develop Trail System CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: March 2, 1987 SUBJECT Written Communication from Senator Bill Lockyer dated February 18 , 1987 EXHIBITS ATTACHED Copy of Letter ; Proposed Resolution RECOMMENDATION Consider adoption of resolution FINANCIAL STATEMENT: The current legislative proposal would appropriate $200, 000 from the State Environmental Vehicle License Fund to study the proposal . DESCRIPTION The Mayor has received a letter from Senator Lockyer requesting support for SB 100, which is attached for your reference . The Senator has proposed the development of a trail system which would circle the San Francisco Bay. The system would serve pedestrians and bicyclists . In some areas it may become necessary to move inland from the shoreline ; however , the concept is to provide a contiguous trail . SB 100 is currently worded to authorize a Planning Committee to prepare a report on the feasibility of this project . The legislative proposal establishes the Committee under the auspices of the Association of Bay Area Governments . The Committee would be required to issue its report by January 1 , 1989 . Senator Lockyer ' s bill provides $200 , 000 in funding for the planning process . The funds would be provided by the State Environmental Vehicle License Fund. Staff has prepared a resolution which would express the City ' s support for the concept of a trail system circling the Bay . Senator Lockyer has indicated that although the . City is " not adjacent to the Bay, the residents would still benefit from the opportunity to use a public trail . Staff would recommend that the City Council consider adoption of the resolution supporting Senator Lockyer ' s proposal . Box 2340 Dublin, CA 94568 Dear Linda, On December 2, •1986 I held the first of nine county meetings to discuss the idea of a bicycle and- pedestrian - -' - . - - path - around the Bay. I have since introduced• SB100 to begin a process to achieve this goal. The Ring Around the Bay concept provides for new and - existing paths to be linked as one continuous route around . ' the San Francisco Bay. Following the shoreline where possible and skirting inland where necessary, the path would ' ~ secure public access to the Bay, without conflicting with - efforts to preserve the Bay: and its natural environment. - This concept has 'been received with interest and enthusiasm by representatives from various park -districts, planning commissions, environmental and cycling groups. Although your city may not be adjacent to the bayshore, . your constituents may interested in the development of this project. I hope your Council' s agenda will allow time for consideration of the Ring Around the Bay. I am specifically asking for your, support of the general concept and hope you will consider passing a formal resolution regarding this matter. - I hope you will be anxious to join those of us who anticipate• an active effort to make this dream a reality. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN SUPPORTING THE CONCEPT OF DEVELOPING A TRAIL SYSTEM AROUND SAN FRANCISCO BAY WHEREAS , the San Francisco Bay Shoreline is an important.,. resource which can be enjoyed by the residents of- the entire area ; and WHEREAS , current access to the' shoreline is sporadic and therefore the public use is limited; and WHEREAS , the "Ring Around the Bay" concept would provide for the development of new trails and the -connection .of existing facilities ; and WHEREAS , the trail system would serve pedestrians and bicyclists in a manner which is consistent with the preservation of the Bay and its natural environment ; and WHEREAS , due to existing land- uses , the trail may need . .. to move inland at some locations ; and WHEREAS , State Senator Bill Lockyer has introduced SB 100 to begin a process to achieve this goal . NOW, THEREFORE,- BE IT RESOLVED that the City Council of the City of Dublin supports the concept of a pedestrian/bicyclist trail system which would encircle San Francisco Bay.
