Acquisition.
FINANCIAL STATEMENT (See following description.)
DESCRIPTION •
Since 1982, Dublin has been participating in the Alameda County/Urban
County Community Development Block Grant (CDBG) Program. For the 1987-88
program year, the preliminary estimate of CDBG project funds for Dublin is
$49,950.00. Final figures from HUD are anticipated later this year, so
project budgets need to be flexible to allow for higher or lower final alloca-
tions. Per the Urban County policies, a minimum of 28% (or $14,000.00) must
be used for housing projects, leaving a maximum of 72% (or $35,950.00) for
public improvement projects.
The City has previously approved the Dougherty Road Right-of-Way
Acquisition Project for CDBG funding. In December 1986 the City Council
authorized expenditure of $68,700.00 in CDBG funds for the acquisition of the
Dougherty Road Right-of-Way. The Dougherty Road Right-of-Way Acquisition
project was completed during 1986 with a property cost of $120,000.00.
Since that time the County Auditor has audited the City's CDBG accounts
and indicates that the City has $26,640.00 in General Administration funds
from years 1984-85 through 1986-87, as well as $16,000.00 from the Arroyo
Vista sidewalk and handicap improvement projects which were transferred to the
Dougherty Road Right-of-Way Acquisition during 1986. Thus, a total of
$111,340.00 of CDBG funds can be budgeted for the Dougherty Road Right-of-Way
Acquisition, including a $26,000.00 advance from the 1987-88 CDBG program year
and these various budget reallocations.
It would be appropriate to have the project balance of $8,660.00 ($120,000.00
- $111,340.00) funded by the 1987-88 CDBG Program. The total Dougherty Road
Right-of-Way Acquisition project funding from the 1987-88 CDBG Program would
be $34,660.00 ($26,000.00 advance + $8,660.00) .
That would leave a balance of approximately $15,290.00 from the 1987-88
CDBG Program for housing projects. With such a relatively small amount
available, it would be appropriate to budget $4,000.00 to Minor Home-Repair
and the balance of approximately $11,290.00 to Housing Rehabilitation. The
Housing and Community Development Staff would continue to emphasize and
promote exterior painting.

Staff recommends that the City Council approve and direct Staff to submit
proposals for the following 1987-88 CDBG Program projects and approve the
reallocation of prior year CDBG fund balances to the Dougherty Road Right-of-
Way Acquisition:
Public Improvement Project

- Minor Home Repair ($4,000.00)
- Housing Rehabilitation (approximately $11,290.00)
