AGENDA STATEMENT
CITY COUNCIL MEETING DATE: June 16, 1987
SUBJECT Written Communication to California Transportation
Commission regarding 1987 State Transportation
Improvement Plan (STIP)
EXHIBITS ATTACHED Proposed Letter; Sample Letter distributed by Alameda
Countywide Transportation Committee
RECOMMENDATION : Authorize Mayor to send letter on behalf of the City
Council
FINANCIAL STATEMENT: Request that $12 million of State Funding for Nimitz
Freeway Improvements be included in STIP
DESCRIPTION The Alameda Countywide Transportation Committee has
requested that the City support efforts to include State Funding of the
Nimitz Freeway Project in the 1987 STIP.
Approximately $300 million of improvements are planned for the Nimitz
Freeway. Alameda County voters have approved a sales tax increase which
will fund $220 million of the construction. Despite this substantial
commitment of local funds, no new State Funds are included in the 1987 STIP.
The Nimitz is an important transportation corridor which services the entire
region.
The proposed letter requests the inclusion of $12 million in the 1987 STIP.
This will fund a useable segment of the improvements . The project
represents a new partnership which includes local funding sources for
improvements to state highways .
Staff would recommend that the City Council provide any recommended changes
to the draft letter and authorize the Mayor to send the letter.

Subject: Inclusion of Partial Funding of Nimitz Freeway
Project
CITY COUNCIL
829-4600 Dear Chairman Bagley:
i
CODE ENFORCEMENT On behalf of the entire Dublin City Council, I would like to
829-0822 urge the inclusion of new funds for the Nimitz Freeway
Project in the 1987 State Transportation Improvement Program
(STIP) .
ENGINEERING
829-4927 The voters of Alameda County have approved a sales tax
t increase for the purpose of addressing unmet transportation
FINANCE needs . Included in the measure is an estimated $220 million
829-6226 in improvements to the Nimitz Freeway. This is a major
traffic corridor which is part of the Interstate System.
The California Transportation Commission should support this
PLANNING substantial local commitment through the inclusion of
8294916 funding in the 1987 STIP.
POLICE The Dublin City Council supports the inclusion of $12
829-0566 million in the 1987 STIP. This amount, combined with prev-
iously programmed funds, will provide for the construction
of a useable segment of improvements . Current planned
PUBLIC-4 829927KS improvements to the Nimitz total $300 million, with two-
thirds of this amount being funded locally. The lack of
funding in the 1987 STIP for the State ' s share of the
RECREATION 0 project must be corrected.
829-4932
The voters of Alameda County have supported a shared
investment in this State Highway. We urge you and your
colleagues to affirm the State ' s commitment to this
partnership.
Sincerely,
Linda J. Jeffery

Dear Chairman Bagley and Commissioners.:
At its June 10, 1987 meeting, the Alameda Countywide Transportation
Committee discussed your staff's recommendations for the 1987 State
Transportation Improvement Program (STIP) . The committee was very
disappointed that this recommendation includes no new funds for the Nimitz
Freeway, despite the clear .need and the substantial local funding commitment
to this state highway. Alameda County voters have taxed themselves for some
$220 million in improvements on the Nimitz Freeway. When taken together,
the local sales tax project and the State project on the Nimitz represent
some $300 million in improvements -- two thirds of which are funded locally.
This very substantial local commitment must not go unrewarded.
We are not asking that the Commission fully fund the project this
year. We seek only $12 million in the 1987 STIP, so that together with
previously programmed funds, a useable segment can be built.
We. urge you and the other commissioners to provide adequate funding
for the State project on the Nimitz freeway. . The voters of Alameda.County
have honored their part of a new state/local partnership. The State must
now show its commitment to this partnership.
Very truly yours,
