EXECUTIVE SUMMARY:
Phase 1 of the Amador Plaza Road Bicycle and Pedestrian Improvements project will construct
two mid -block crosswalks which include curb extensions, median island refuge areas, and
Rectangular Rapid Flashing Beacon (RRFB) pedestrian warning devices. The project will also
construct a raised median island at the southern driveway in front of the Safeway property.
These improvements will increase pedestrian safety and improve traffic circulation in the
downtown area.
FINANCIAL IMPACT:
The total adopted budget for Phase 1 of the Amador Plaza Road Bicycle and Pedestrian
Improvements project is $459,647 and is funded by the Downtown Public Improvement Reserve
in the General Fund. The amount of the lowest responsive bid was $344,100. A ten percent
construction contingency $34,410 is recommended, which brings the total potential construction
contract cost to $378,510.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution Awarding Contract No. ST0815A
Amador Plaza Road Bicycle and Pedestrian Improvements - Phase 1 to FBD Vanguard
Construction, Inc.

On February 3, 2015, the City Council approved a new Capital Improvement Program (CIP)
Project, Amador Plaza Road Bicycle and Pedestrian Improvements.

Phase 1 of this project includes the following key elements-
1 . Construction of a raised median with left -turn pocket in the southbound direction at the
southern driveway into Safeway.
2. Construction of two new mid -block crosswalks, including bulb -out curb extensions, to
improve visibility and to decrease the pedestrian crossing distance.
3. Installation of Rectangular Rapid Flashing Beacon (RRFB) pedestrian warning devices at
each proposed mid -block crosswalk.
A Location Map of project improvements is included as Attachment 1.
Subsequent phases, not in the scope of this bid, will include:
1. Installation of bike lanes and removal of on- street parking on the east side of the street.
2. Construction of the southbound exclusive right -turn lane at the intersection of Amador
Plaza Road and Dublin Boulevard (at the old Coco's Restaurant site).
A total of five sealed bids were received on December 22, 2015 ranging from $344,099.99 to
$493,095.75 and a summary of the bids is provided as Attachment 2. The low bid of
$344,099.99 was submitted by FBD Vanguard Construction, Inc. Staff has reviewed the bid
results, checked references and necessary licenses, and recommends that the City Council
adopt the Resolution (Attachment 3) Awarding Contract No. ST0815A Amador Plaza Road
Bicycle and Pedestrian Improvements to FBD Vanguard Construction, Inc., as the lowest
responsible bidder.
Staff expects the project to begin construction in March and anticipates completion of the
improvements in the summer of 2016.
NOTICING REQUIREMENTS /PUBLIC OUTREACH:
As required by the specifications, the Contractor will notify all affected businesses one week in
advance and again 24 hours in advance of the work.
A copy of this staff report has been sent to FBD Vanguard Construction, Inc.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AWARDING CONTRACT NO. ST0815A AMADOR PLAZA ROAD BICYCLE AND PEDESTRIAN
IMPROVEMENTS - PHASE 1 TO FBD VANGUARD CONSTRUCTION, INC.
WHEREAS, Staff completed plans and specifications for the Amador Plaza Road Bicycle and
Pedestrian Improvements - Phase 1, Project No. ST0815A. The work includes the construction of two
mid -block crosswalks along Amador Plaza Road and a median island at the southern Safeway
driveway; and
WHEREAS, the City of Dublin approves the plans and specifications for the Amador Plaza Road
Bicycle and Pedestrian Improvements - Phase 1, Project No. ST0815A; and
WHEREAS, the City of Dublin did, on December 22, 2015, publicly open, examine, and declare
all sealed bids for doing the work described in the approved Plans, Specifications, and Modifications for
Contract No. ST0815A, Amador Plaza Road Bicycle and Pedestrian Improvements — Phase 1, which
Plans, Specifications, and Modifications are hereby expressly referred to for a description of said work
and for all particulars relative to the proceedings under the request for bids; and
WHEREAS, said bids were submitted to the Public Works Director, who has recommended that
the bid hereinafter is the lowest and best bid for doing said work;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby
award Contract No. ST0815A, Amador Plaza Road Bicycle and Pedestrian Improvements — Phase 1, to
the lowest responsible bidder therefore, to wit, FBD Vanguard Construction Inc., at a bid of Three
Hundred Forty Four Thousand, Ninety Nine Dollars and Ninety Nine Cents ($344,099.99), the
particulars of which bid are on file in the Office of the Public Works Director.
BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize
the City Manager or his designee to approve the project Contract Change Orders based on the
appropriated funds designated for Contract No. ST0815A up to the contingency amount of $34,410.
BE IT FURTHER RESOLVED that the City Manager is authorized to execute the Agreement.
