RECOMMENDATION • Adopt Resolutions Approving Applications
FINANCIAL STATEMENT : Dublin's . allocation under this grant
program is $100,000 - $50,000 for Alamo
Creek Park and $50,000 for Shannon Park.
DESCRIPTION • in October of 1987 staff was notified of
the recent passage of State Legislation, Chapter 1408/1987 which -
provided grant funds from the Special Account for Capital Outlay
(SAFCO) . Under this legislation, the City received $50,000 each
for Alamo Creek Park and Shannon Park.
These funds must be emcumbered by June 30, 1988. In order to
allow• adequate time for the State Department of Parks and
Recreation to process the grant request, applications and
resolutions adopted by the City Council must be submitted to the
State by February 1 , 1988.
Staff has prepared a resolution and an application for each
project (Exhibits A-D) . It is recommended that the City Council
adopt the resolutions approving each application.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING THE APPLICATION FOR SPECIAL ACCOUNT
FOR CAPITAL OUTLAY MONEYS
FOR ALAMO CREEK PARK
WHEREAS, the people of the State of California have enacted
the Special Account for Capital Outlay (SAFCO) , which provides
funds to the State of California and its political subdivisions
for acquiring lands and for developing facilities for public
recreation and historical purposes ; and
WHEREAS, the State -Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program within the State, setting up necessary procedures
governing application by local agencies under the program; and
WHEREAS, said procedures established by the State Department
of Parks and Recreation require the applicant to certify by
resolution the approval of the application prior to submission of
said application to the State; and
WHEREAS, said application and contains assurances that the
applicant must comply with; and
WHEREAS, the applicant agency will enter into an agreement
with the State of California for acquisition and/or development
of the project;
NOW, THEREFORE, BE IT RESOLVED that the City Council hereby:
1. Approves the filing of an application for SAFCO grant
assistance for the above project; and
2 . Certifies that said agency understands the assurances and
certification in the application; and
3 . Certifies that said agency has or will have suficient funds
to operate and maintain the project; and
4 . Certifies that said agency has reviewed and understands the
general provision contained in the State/local agreement;
and
5 . Appoints the City Manager as agent of the City of Dublin to
conduct all negotiations , execute and submit all documents
including but not limited to applications, agreements,
• amendments, payment requests, and so on, which may be
necessary for the completion of the aforementioned project .

Destination of Project(Brief) -
This project is to be developed in two phases. Phase I is currently under i•
construction and includes basic park improvements such as -turf area,
lighting, parking lot, park furniture, fencing and a bridge. Phase II is
scheduled for FY ' 89- ' 90 and includes restroom facilities, childrens ' play
area, picnic areas and revegetation of the creek.

Oescriotion of Project(Brief)
This project provides for the renovation of an existing ten-acre park. This •
project will be undertaken in two phases . Phase I, scheduled for FY ' 88-'89,
includes construction of an older childrens ' play area, tot lot and spray pool.
Phase II, scheduled for FY . ' 89- ' 90, includes pond construction, hillside
landscaping, stream bank planting, parking lot- improvements, plaza area and
fountain, and southwest garden renovation. Work undert.aken ,in both phases '
includes demolition, grading, drainage and irrigation work, concrete paving,
lawn replacement and installation of new park furniture.
