Comparison Chart of Current Part- time Hourly Salaries with Proposed Ranges RECOMMENDATION 1) Adopt Resolutions 2) Authorize Recruitment of Aquatics Coordinator FINANCIAL STATEMENT : Not Yet Determined DESCRIPTION • At the December 14, 1987 meeting of the Dublin City Council, the Council adopted a resolution approving the transfer of aquatic programming responsibility from the Dublin San Ramon Services District to the City of Dublin effective January 1, 1988. As the City has not previously been responsible for any type of aquatic programming, job classifications have not been established for aquatic personnel. Staff has determined that the following positions are necessary in order to adequately plan and organize aquatic programs and operate the Valley Community Swim Center : Aquatics Coordinator Pool Manager Assistant Pool Manager Swim Instructor Lifeguard Cashier As the pool is tentatively scheduled to open for the public on Memorial Day weekend, it is necessary to begin recruitment of temporary, part-time aquatic personnel by February. Pursuant to Personnel System Rules, appropriate job descriptions and salary ranges must be adopted by resolution before recruitment can begin. Exhibit A contains a resolution amending the classification plan and job descriptions for the aforementioned positions . Exhibit B contains a resolution establishing a salary plan for part-time personnel . The salary plan not only reflects the proposed hourly salaries for the new aquatic positions, but also reflects salary adjustments for the following positions : _ Clerk Typist - Part-Time - Recreation Leader I Recreation Leader II - Senior Recreation Leader Due to the passage of recent legislation, effective July 1, 1988, the minimum wage will be increased from $3. 35 per hour to $4 . 25 per hour. Both the Clerk Typist and the Recreation Leader I fall below the new minimum wage. As Staff is preparing to recruit for Summer playground Staff, it is recommended that the salaries be adjusted now instead of July 1, 1988. By adjusting salaries now, COPIES TO: AGENDA STATEMENT - Amendments to Personnel System Page Two Staff will be able to include the adjusted salary ranges on the job descriptions which may help to attract more highly qualified persons to the positions . A comparison of current part-time hourly salaries with proposed ranges is attached in Exhibit C. Therefore, Staff recommends that the City Council take the following action: 1. Adopt the Resolution Amending the Classification Plan 2. Adopt the Resolution Establishing A Salary Plan for Part-Time Personnel 3. Authorize recruitment of Aquatics Coordinator in order that the City may open pool and begin aquatics programming when the swimming season begins Sufficient funds are available in the FY86-87 Budget to cover the increases in the salary ranges for the Clerk Typist and Recreation Leader positions . On February 8, 1988, Staff will present the Council with a report regarding the exact number of hours and costs of the aquatics program. • • • �II RESOLUTION NO -88 • A RESOLUTION OF THE CITY COUNCIL : OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent amendments which comprise the Classification Plan; and , WHEREAS, resulting from the assumption of the aquatic programming responsibility from DSRSD, additional part-time` classifications are necessary; and WHEREAS, the adoption of a' job description is required for all authorized positions. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent amendments shall be further amended to include the following classifications and attached job descriptions (Exhibit A-F) . _ Aquatics Coordinator Exhibit A Assistant Pool Manager Exhibit B ' Cashier Exhibit C Lifeguard Exhibit. D ' Pool Manager Exhibit E Swim Instructor Exhibit F BE IT FURTHER RESOLVED that this- document shall become a part of the official classification plan for the City of Dublin: PASSED, APPROVED AND ADOPTED this 25th day of. January, 1988 . AYES: NOES: ABSENT Mayor . ATTEST: City Clerk AQUATICS COORDINATOR THE POSITION The Aquatics Coordinator is under the administrative direction of the Recreation Director . The position is responsible for coordinating a Citywide aquatics program. This is a temporary position and may be filled on a seasonal basis . EXAMPLE OF DUTIES Develops, organizes and supervises the daily operation of a city-wide aquatics program; recruits, trains and supervises part-time, temporary and volunteer staff; prepares promotional materials advertising aquatic programs including flyers, program brochures, newsletters and public service announcements; prepares reports and maintains records in connection with the aquatics program; schedules use of pool facilities, oversees the maintenance and obtains necessary supplies and equipment; prepares information and reports related to aquatics budget; and other related duties as required. QUALIFICATIONS Education and Experience Completion of two (2 ) years of college or university work with an emphasis on recreation or a related field. Bachelors degree desirable. A minimum of two (2 ) years progressively responsible paid experience planning and organizing aquatic programs, preferably including supervisory experience. Knowledge and Abilities Knowledge of the operation of aquatic programs and facilities ; accepted techniques and methodology of supervising aquatic • activities and personnel; and the preparation of press releases, brochures and other promotional literature. Ability to utilize staff and volunteers effectively; prepare concise written and oral reports ; work with community groups and organizations; maintain accurate records; and evaluate program effectiveness . Licenses and Certificates Requires a valid California Class III driver' s license to be secured prior to employment, and maintained current as a condition of employment. Current certification by the Red Cross in Water Safety Instruction, CPR and Standard First Aid. Completion of Red Cross Lifeguard Training Course highly desirable. x ! s r ASSISTANT POOL MANAGER THE POSITION Under direction, assists the Pool Manager in the planning, direction, leadership and staffing for a variety of aquatic programs at a public swimming pool. May act as Pool Manager in the Pool Manager's absence. EXAMPLES OF DUTIES - Assists in supervision of pool staff and instructs them in proper performance of their duties . - Assists in supervision of swim lesson program as well as teaches lessons . - Patrols pool area to enforce safety rules and regulations . - Maintains accurate records and completes related reports. - Maintains good public relations. - Other related duties as required. QUALIFICATIONS Education and Experience - Must be 17 years of age or older. - Two years experience as lifeguard and/or swim instructor. Knowledge and Abilities - . Demonstrated leadership abilities and ability to engage in physical activity. - Ability to follow written and oral instructions . - Ability to swim all competitive swimming strokes and Red Cross taught strokes . - Ability to demonstrate lifesaving and emergency First Aid skills . - Knowledge of use and care of lifesaving equipment used at public pools . - Ability to deal with stressful situations. - - Ability to deal effectively with staff and pool patrons. - Ability to oversee, review and prepare reports related to the cashiering function. Licenses and Certificates - Current certification by the Red Cross in Water Safety Instruction, CPR and Standard First Aid. - - Completion of Red Cross Lifeguard ' Training Course highly desirable . _ - - - Possession of valid California Drivers . License. EX, �� C CASHIER THE POSITION Under supervision of the Pool Manager, responsible for collection of fees from pool patrons, completing attendance and financial reports and providing assistance to pool staff in emergency situations . EXAMPLES OF DUTIES - Collection of public swimming fees and class registration. - Issues pool passes . , - Completes daily attendance and financial reports. - Maintains effective public relations . - Other related duties as assigned. - May perform general maintenance duties. QUALIFICATIONS Education and Experience - Must be 16 years of age or older. - Prior experience with handling money and cashiering desirable. Knowledge and Abilities - Ability to deal effectively with pool patrons . - Knowledge of basic math skills . Licenses and Certificates - Possession of or ability to obtain valid Red Cross CPR and Standard First Aid certification. • 2 • • • LIFEGUARD_ THE POSITION Under supervision of the Pool Manager, serves as a lifeguard to enforce pool rules and oversee the conduct of patrons using the pool. EXAMPLES OF DUTIES - Enforces pool rules and regulations. - Maintains discipline and orderly .conduct among patrons. - Rescues swimmers in distress and administers First Aid as needed. - Serves as a cashier. - Maintains pool areas in a safe and clean condition. - Maintains good public relations . - Other related duties as assigned. QUALIFICATIONS Education and Experience - Must be 16 years of age or older. - Prior experience in working with the public desirable. Knowledge and Abilities - Ability to swim competently and demonstrate lifesaving and emergency First Aid skills . - Knowledge of the use and care of lifesaving equipment used at public swimming pools . - Ability to deal with stressful situations . - Ability to deal effectively with program participants . Licenses and Certificates - Current certification by the Red- Cross in Advanced Lifesaving, CPR and Standard First Aid. - Completion of Red Cross Lifeguard Training Course highly desirable . E E POOL MANAGER THE POSITION Under direction, to plan, organize, direct and supervise all aquatic programs as related to the management and operation of a public swimming pool . EXAMPLES OF DUTIES - Plans, organizes and supervises swimming activities at assigned pool . - Schedules and supervises staff. - Serves as a swim instructor or lifeguard as required. - Maintains good public relations . - Keeps up-to-date records and , completes required reports. - Responsible for the control of all activity at the pool and keeping Supervisor aware of maintenance conditions and supply needs . - Other related duties as assigned. QUALIFICATIONS Education and Experience - Educational equivalent to completion of high school; must be 18 years of age or older. - Minimum of two years training and experience in assisting with pool management as a head guard or swim instructor. Knowledge and Abilities - Demonstrated leadership abilities and ability to engage in physical activity. - Ability to follow written and oral instructions . - Ability to swim all competitive swimming strokes and Red Cross taught strokes . - Ability to demonstrate lifesaving and emergency First Aid skills . - Knowledge of use and care of lifesaving equipment used at public pools . - Ability to deal with stressful situations . ' - Ability to deal effectively with staff and pool patrons . - Ability to oversee, review and prepare reports related to the cashiering function. Serves as a lifeguard during public swimming. EXAMPLES OF DUTIES - Develops lesson plans for swim classes . - Instructs a variety of swim classes for all ages and ability levels . - Maintains accurate records as related to swim classes. - Serves as a lifeguard and/or cashier. - Enforces pool rules and regulations . - Maintains discipline and orderly conduct among patrons. - Rescues swimmers in distress and administers First Aid as needed. - Maintains pool areas in a safe and clean condition. - Maintains good public relations . - Other related duties as assigned. RESOLUTION NO -88 • A RESOLUTION OF THE CITY COUNCIL • OF THE CITY OF DUBLIN ' ESTABLISHING A SALARY PLAN FOR PART-TIME PERSONNEL . WHEREAS, the City Council has adopted Resolution No. 79-87 - . Establishing a Salary Plan for Part-Time Personnel ; and -WHEREAS, . resulting from the assumption of the . aquatic • programming responsibility from DSRSD, . additional part-time classifications are necessary; and WHEREAS, competitive salary provisions which will attract . quality employees are important to the provision of public services; and WHEREAS, it is desirable 'to update salary provisions for • part-time employees in the City 's Personnel System. NOW THEREFORE, BE IT RESOLVED that the part-time salary - provisions' enacted in Resolution No .79-87 shall be superseded by this resolution. . BE IT FURTHER RESOLVED that the following part-time' hourly , salary provisions shall . be established in accordance with the . City of Dublin Personnel Rules: ., Part-Time Employees .
