A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the Personnel System Rules, the City Council
adopted Resolution No. 30-84, and subsequent amendments which comprise the
Classification Plan; and
WHEREAS, resulting from the creation of the new Senior Civil Engineer
position, an additional job classification is needed; and
WHEREAS, the adoption of a job classification is required for all authorized
positions.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent
amendments shall be further amended to include a new classification and job
description for the position of Senior Civil Engineer as set forth in Attachment
A.
BE IT FURTHER RESOLVED that this document shall become a part of the
official classification plan for the City of Dublin.

SENIOR CIVIL ENGINEER
THE POSITION
The Senior Civil Engineer serves under the general direction of the Public Works
Director/City Engineer. The position is responsible for providing professional
journey level engineering assistance to the City. Particular emphasis may be in
the areas of general engineering, transportation planning, traffic engineering,
subdivision and private development plan checking, assessment district
engineering, permit issuance, capital project planning and design and public works
inspection services.
EXAMPLES OF DUTIES
Coordinates and manages responsible engineering work in conjunction with municipal
public works projects; reviews engineering plans, specifications, subdivision maps
and related engineering documents; oversees the plan review and inspection
activities of private development improvements; coordinates and manages the City's
Capital Improvement Program; approves project plans and specifications in the City
Engineer's absence; assists in preparing operating and capital improvement program
budgets; supervises both City and contract employees; represents the City on
various local and regional committees relating to transportation and engineering
issues; prepares reports and grant applications; supervises and coordinates
contract agreements and activities including various engineering and inspection
services; coordinates engineering work with other departments, consultants,
contractors, developers and property owners; develops work schedules, assigns
tasks, and evaluates performance of various professional and technical staff; and
performs other duties as required.
QUALFFICATIONS
Education and Experience
A Bachelor's degree from an accredited college or university in Civil Engineering
or related field. Additional formal education is desirable.
A minimum of four years of fuJI-time professional civil engineering experience
required. Experience with a public agency desirable.
Knowledge and Abilities
The Senior Civil Engineer must have working knowledge of civil engineering,
practices and procedures; knowledge of local and state laws governing land
development, public projects and assessment districts; and knowledge of techniques
and materials commonly used in the construction and maintenance of public
projects. Ability to perform engineering work expected of a registered civil
engineer; review and analyze engineering and capital improvement projects and
programs; and prepare and review department budgets, contracts, reports and
related engineering documents. Ability to present clear and concise verbal and
written reports; deal effectively with representatives from public and private
agencies and with the general public in coordinating activities and resolving
problems; and effectively direct the work of subordinate employees.
Licenses
Requires registration in the State of California as a Civil Engineer. Possession
of a valid Class III California Driver's License.
