Foss, City Manager SUBJECT: Award for Excellence in Information Technology Practices and National Designation as a Citizen Engaged Community Prepared by Steve Pappa, Information Systems Manager EXECUTIVE SUMMARY: The City Council will accept the City’s Excellence in Information Technology Practices Award for 2015 from the Municipal Information Systems Association of California. The City Council will also confirm the City’s designation by the Public Technology Institute as a Citizen-Engaged Community. FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council accept the City’s Excellence in Information Technology Practices Award for 2015, and confirm the City’s designation as a Citizen-Engaged Community. Submitted By Reviewed By Administrative Services Director Assistant City Manager DESCRIPTION: The City’s Information Technology (IT) program strives to comply with best practices, technology innovations, and a governance model in order to meet organizational technology needs for providing service to the community. Additionally, the City uses technology and staff resources to stay engaged with the community and to facilitate public communication. For its efforts, the City has received two technology-related awards. As a member agency of the Municipal Information Systems Association of California (MISAC) the City has received the 2015 Award for Excellence in Information Technology Practices. Dublin is among 15 California municipal agencies to receive the 2015 award. In addition, the Public Technology Institute (PTI) ITEM NO. 4.5 Page 1 of 2 has identified Dublin as a Citizen-Engaged Community for 2015-2017. Dublin is among nine US city and county governments to receive this honor from PTI. The MISAC award is intended to foster and recognize outstanding IT governance and operation practices. The submission and evaluation process requires the completion of a detailed questionnaire that examines the practices across 10 different subject areas, and the submittal of backup materials. The submission is evaluated and given feedback by a panel of three municipal IT Directors from different regions of California. The submission effort also serves as a complete audit of the agency’s IT operation. MISAC is an organization of IT professionals from cities, towns, public safety and special districts, and other local governmental agencies. MISAC strives to promote leadership, education, and access to resources for local agency technology professionals in order to enhance local government services and effectiveness via education, member resources, relationships, and advocacy. The Citizen Engaged-Community designation from PTI acknowledges centralized government citizen contact centers that effectively utilize technology for fast, friendly and responsive service. The service must be seamless, engage citizens through multiple channels, empower citizens by enabling direct interaction, and then demonstrate accountability through performance reporting of service delivery. PTI recognizes excellence in multi-channel contact centers and leading practices for the use of Customer Relationship Management (CRM) systems, web portal technology, telephone systems, and mobile communications infrastructure. Staff collaborated on the PTI application which focused on call centers, citizen participation processes, integrated communication channels and technology, performance reporting to support democratic accountability, and achievement and vision. PTI actively supports local government executives and elected officials through research, education, executive-level consulting services, and national recognition programs. PTI was created by and for cities and counties, and works with a core network of leading PTI member local officials to identify research opportunities, provide thought leadership and professional development opportunities, share solutions, provide technology support services, recognize member achievements and address the many technology issues that impact local government. This is the first time Dublin has received these honors, which recognize the City’s ongoing commitment to excellence in technology and operations. NOTICING REQUIREMENTS/PUBLIC OUTREACH: None.
