RECOMMENDATION: Direct Staff to request the TWA/DSRSD Staff for
an update and technical briefing for future City
Council meeting.
FINANCIAL STATEMENT: None.
DESCRIPTION:/ Mr. Douglas Abbott is requesting the City
Council to request the Dublin San Ramon Services District (DSRSD) to place the
Tri-Valley Wastewater Authority (TWA) project on the November, 1988, ballot.
Staff has briefly discussed the matter with Robert Whitley, TWA General
Manager and DSRSD District Engineer. Mr. Whitley has offered to provide a
technical briefing on the project to the City Council and Staff. Because of
the somewhat complex and technical nature of the project, and the pending
lawsuits that the Sierra Club and others have filed against the project, Staff
recommends that the City Council direct Staff to request the TWA/DSRSD Staff
for an update and technical briefing on the project at a future City Council
meeting.

The Tri-Valley Wastewater Authority (TWA) has recently approved a plan for
Valley-wide sewer treatment and export expansion which constitutes the most
expensive public works project ever proposed for the Livermore-Amador Valley.
Capital costs of the project, estimated at $120 to $160 million, could
increase by 33% if a funding mechanism not subject to voter approval is used.
To date, only the City of Livermore has agreed to allow its citizens to vote
on participation in the TWA plan.
The funding mechanism is not the only questionable issue concerning the
pipeline. As currently planned, it has roughly twice the capacity required
for buildout of the existing general plans of the participating
jurisdictions. The Environmental Impact Report for the project fails to
address the impacts of such intensive growth on the infrastructure of the
Valley including 'schools, water supplies, transportation, etc. Serious
questions exist as to whether the entire project can be paid for out of fees
from new construction. In a very real sense the TWA pipeline threatens to
"blackmail " the citizens of Dublin, Pleasanton and Livermore into accepting
growth which will seriously degrade the quality of life in the Valley in
order to pay the exhorbitant costs of the sewer.
Given that this project requires massive capital outlays and will adversely
affect the quality of life in the Livermore-Amador Valley in the next
century, we urge you, our elected representatives, to pass a resolution
requesting the Dublin San Ramon Services District to submit the issue of the
TWA pipline and related facilities to the voters at the November, 1988
general election.
