RECOMMENDATION Approve Request and Authorize Staff to
Provide Assistance
FINANCIAL STATEMENT : Approximate Cost to City - $4,200.
Sufficient funds are budgeted in the 1988-89 Budget.
DESCRIPTION • Staff has received a request from David
Beighley, Co-Chairperson of the Shamrock Potato Festival
Committee, seeking the City' s assistance with planning and
organizing the 2nd Annual Shamrock Potato Festival. The 2nd
Annual Shamrock Potato Festival is planned for August 5-7 , 1988.
The festival will be held at the Dublin Sports Grounds and the
schedule of events is as follows:

Friday, August 5
6 :00-8:30pm BBQ
8 :30-11 :30pm Dance (Live Music)
Saturday, August 6
7 :30-11 :30am Pancake Breakfast
9:OOam-3 :OOpm Volleyball Tournament
9 : OOam-5 : OOpm Arts & Crafts Booths
Body Building Contest
Entertainment
Food Booths
Game Booths
Sunday , August 7
7 : OOam-5 : OOpm Concourse d'Elegance

The Shamrock Potato Festival was conceived by representatives
from community organizations , who wanted to sponsor a major
community event while providing an outlet where service clubs and
non-profit organizations could raise funds to benefit their
organizations. The Festival committee is made up of a Board of
Directors comprised of community leaders with various members of
the community and service clubs serving as committee chairs.
The festival committee and the festival itself has non-profit
status and is fully insured. -
As shown in Exhibit A, the festival committee has requested the
City' s assistance in the following areas:
1 . Waive the use fees for the Dublin Sports Grounds.
2 . Provide traffic control through Public Works
Department.
3 . Provide security with Police Department Reserves.
4. Sponsor the "Potato Patch" , an area set aside for
childrens games utilizing Recreation Department staff.
5 . Grant exceptions to the City' s sign ordinance to allow
signage advertising the festival in the public right-
of-way.
6. Allow alcohol to be sold and consumed on the Dublin
Sports Grounds.

Staff has prepared a cost estimate associated with the
aforementioned requests which is attached in Exhibit B.
The approximate cost to the City is $4,200.
Although the Shamrock Potato Festival Committee has been meeting
since August of 1987, this is the first formal request for
assistance received by the City. As the festival is less than
two months away, it is necessary for the Council to act on this
request at this meeting. Therefore it is recommended that the
City Council take the following action:
1 . Approve the requests of the Shamrock Potato Festival
Committee.
2. Direct staff to work with the Committee to implement
their requests.

Dear Mayor Jeffery and Council Members,
It is my pleasure: to again co-chair the Dublin '.Shamrock Potato
Festival to be held August 5, `6, and 7," 1988. This is the-second of
what we hope will become an .ongoing annual event to promote
Dublin as a great place to live, work, and have fun.
This year we hope to kick off the weekend with a Bar-B-Q and .
dance at the Dublin Sports Grounds on Friday, August -6, from 5:00
p.m. to 11:30 p.m., which includes set-up and clean-up. ; The dinner
is being sponsored by the Dublin-San Ramon Lions Club, the
beverages will be sponsored by the Dublin Historical Preservation
Association and the dance will be sponsored by the Dublin
Shamrock Potato Festival Committee.
Saturday's events will begin.at 7:30 a.m. with a pancake breakfast
being sponsored by the Dublin-San Ramon Lions Club, followed by
a day of booths, arts and crafts sales, concessions, entertainent,
body building contest and our volleyball tournament. We anticipate
the events of Saturday to be completed by 6:30 p.m.
Sunday's event will be the Concourse . D'Elegance Car Show
sponsored by the Soroptomists. Concessions will also. be available
on that day. We anticipate the events of the day, including set-up
and clean-up will run from 7:00 a.m. to 5:00 p.m.
At our last year's event the City of Dublin was extremely helpful
in making the event a success and we would request that the city
again participate in a similar fashion. The Dublin Shamrock Potato
committee would request that the City Council approve the
following items: .
1. Waiver of the Dublin Sports Ground Use Fees for the duration
of the festival.
2. To provide traffic control for the duration' of the festival.
Individual, Marital , and Family Therapy • Clinical Training
3. " To provide on-grounds security during the-.festival hours and
routine security during the night.
4. To allow the Dublin Recreation Department to Sponsor the
Potato .Patch event on Saturday. This event consists of activities
and games designed specifically for children.
5. To allow the Festival Committee to post signs on public
rights-of-way to advertise the festival.
6. To allow for the sale and consumption of alcoholic beverages
for the duration of the Festival.
The Festival Committee is prepared to again provide overall
insurance for the event with the City of Dublin named as
secondarily insured, and to provide certificates of insurance from .
each participating group or individual.
We sincerely hope the City Council is able to aid us in this
fashion once again. Please .-feel free to contact me with any
questions you might have in regard to the festival.
