DESCRIPTION In May of this year, the Warden of the Federal
Correctional Institution discussed the concept of the Community Advisory
Board with the. Mayors in the Tri-Valley Area. The purpose of the Advisory
Board would be to provide informational items regarding the activities at
the Federal Correctional Institution to members of the community.
The Warden has requested that the City appoint a representative to this
Community Advisory Board.

Dear Mayor Jeffery:
The purpose of this correspondence is to advise you of plans to
establish a community advisory board for the Federal
Correctional Institution, Pleasanton. I would like to request
you review the information detailed in this letter and provide
input concerning the program and your interest in participating.
I am proposing an advisory board that would meet on a regular
basis with agenda items to include informational items relative
to the inmate population, security level trends and significant
institution news or events . Additionally, the advisory board
would be apprised of any new programs , construction projects ,
special activities , visitors to the facility and staff changes .
It is recommended the advisory board be comprised of the Warden,
Mayors of Dublin, Pleasanton, Livermore, and San Ramon and
representative individuals from each city as recommended by the
Mayor. Such individuals could include members of the city
council, the police department and local businessmen and women.
Community members would be free to establish agenda items on any
institution/community issue .
Once an agreement concerning establishment of an advisory board
is reached, by-laws and an operating schedule would be mutually
agreed upon. As this institution is located within the city
limits of Dublin, I have taken the liberty of letting the other
concerned Mayors know we have discussed this idea and you appear
positive. Should you have any questions or desire further
information, I would be more than happy to meet with you.

Through establishment of a community advisory board, it 'is my
goal and intention to maximize communications between the local
community and the Federal Correctional Institution. The Bureau
of Prisons' experiences with community advisory boards. at other
institutions has been successful. I believe establishment of an .
advisory board in our community would be beneficial. for all
concerned.
I am looking forward to hearing from you and working with you
and members of the local community in the future.

Dear Mayor Jeffery:
In early May, 'I mailed letters to you and Mayors ' Schinnerer,
Turner and Mercer outlining a proposal to form a' community
advisory board for the Federal Correctional . Institution,
Pleasanton. Responses have been received; however, I must
apologize for waiting this long to correspond. I have been out
of the country on official business , which has created a backlog
_ in my office.
Input from you and the other mayors concerning a community
advisory board has been favorable. Therefore, within the next '
week, I will forward a proposed set " of' by-laws to you which will
assist in establishing operating procedure. Additionally, I
would like to propose August 18, 1988 , at 7:30 p.m. , to convene
our first meeting.
Upon receipt of the proposed by-laws, please review them and "-
advise if you have any recommended modifications. Also, please
let me know if August 18th is an acceptable date for our first
meeting.
