SUBJECT : The purchase of hardware for the
Recreation, Police and City Manager' s
Office, plus the acquisition of
various software for all City
Departments.

Description: During the Council meeting of September 14, 1987 the
Council approved the issuance of the Request for Bids (RFB) to
computer hardware and software dealers. That RFB included the
needs for computerization of every department of the City. The
RFB identified that the acquisition would occur in a phased
process where specific departments would be computerized in the
first year while other departments would be converted to a
computer based system in the second and third years.
During the first year the Staff converted the City' s payroll,
general ledger, accounts payable and inventory to a computer
based system. While there are still some areas of conversion in
the Finance Department and the City Clerk' s Section these
conversion are time sensitive:i.e. the budget cannot be converted
until the month before the budget cycle is to begin.

The Staff is prepared at this time to recommend the hardware for
the Recreation Department and the hardware for the Police
Department, and additional hardware for the City Manager' s
office. The Hardware retailer for these offices was determined at
the January 25, 1988 Council meeting when the IBM representatives
presented their hardware solution to the Council. This is simply
the second phase of the three phased purchase consistent with
that bidding process.
The Police Department software applications of computer aided
dispatch and Management scheduling were purchased by the County,
and will be accessible through the DEC computer work station that
the County will furnish as Well as the IBM computers being
recommended.
The software for the Recreation Department was also reviewed
during the bid process. But it has been determined that a rebid
is appropriate for the applications specific to Recreation. The
staff, therefore, is not prepared at this time to identify the
software application for scheduling or registration activities of
the Recreation Department.
Finally staff recommends that the Council approve the acquisition
of various software applications for the Police, Recreation,
Finance and City Clerk's functions up to a limit not to exceed
the balance of the budget in the event it is later determined
that the controller, modems and work station are not appropriate
for use in this fiscal year in the police department, or if the
defined hardware and software costs are less than the existing
budget. This software may for example include specific software
utilities and packaged applications needed to take full
advantage of the existing hardware.
