[.� No action is necessary. • FINANCIAL STATEMENT None • DESCRIPTION Staff has prepared this status report on the East Dublin General Plan Amendment/Specific Plan Studies and EIR. This report is for informational purposes only. The intent is to provide the Council with a brief progress report. In addition, the next steps in the process are included. - This is the first status report for Council review. June 1988 1. Agreements were drawn up and entered into between the City and sponsoring property owners to pay for the cost of completing the General Plan Amendment, Specific Plan and EIR. 2. The City received from sponsoring property owners, all required monies for the cost of completing the General Plan Amendmemt, Specific Plan and EIR. The total cost is $500,240.00. July 1988 1. A draft Consultant Services Agreement between the City and Wallace Roberts & Todd (WRT) was drawn up. 2. The draft Consultant Services Agreement was forwarded to the Council for review at their July 11th meeting. The Council authorized the City to enter into the agreement with WRT. 3. Staff held a number of contract negotiation meetings with WRT. In addition, project scheduling and fine tuning meetings were conducted, identifying tasks to be completed as a part of the studies and EIR. August 1988 1. On August 5th, the City and WRT entered into the Consultant Services Agreement to have WRT complete the East Dublin General Plan Amendment, Specific Plan and EIR. WRT commenced work immediately. 2. Following execution of the Consultant Services Agreement between WRT and the City, WRT prepared sub-consultant agreements for eight sub-consulting firms involved in the study. !1 File P, 87^031 3. On August 8th, the City Council reviewed and adopted a Resolution establishing a procedure for reimbursement of costs to prepare the East Dublin Specific Plan. Council also authorized the City Manager to enter into an agreement with each Specific Plan sponsoring property owner regarding reimbursement of Specific Plan costs paid by sponsoring property owners on behalf of the non-sponsoring property owners. 4. Formal meetings were held with Staff and WRT to discuss the history of the project from the City's perspective in order to identify major project issues. Staff also presented WRT with various background documents to assist in completion of the studies. 5. An all day field trip to the General Plan and Specific Plan study areas was held on August 15th. Staff, representatives from WRT and various sub-consultants conducted a preliminary reconnaissance of the study areas. 6. WRT completed base maps and aerial photographs of the study areas. In addition, background information on the site was collected, logged in and analyzed. 7. On August 29th and 30th, Staff organized individual meetings between sponsoring property owners and WRT, in order to obtain sponsoring property owner views and concepts regarding what they would like to see occur on their lands in the future: September 1988 1. Staff met with WRT to discuss the content and direction of the Draft EIR. Staff completed the Initial Study and Notice of Preparation on the Draft EIR. 2. Staff completed a memorandum indicating completion of the Notice of Preparation and Initial Study for public review. The notice was mailed to all property owners as well as all interested and required agencies, organization and individuals. Advertisement of a DEIR Scoping Meeting was included in the memorandum and scheduled for September 29th. 3. WRT held individual meetings with City Council and Planning Commission members in order to obtain their views of the future for the East Dublin study areas. 4. On September 28th, Staff and WRT met with non-sponsoring property owners. The purpose of this meeting was to discuss the status of the studies and to obtain their views of what they would like to see occur on their lands in the future. 5. On September 29th, Staff conducted a Scoping Meeting on the preparation of the Draft EIR. The purpose of the meeting was to allow all interested agencies, organizations and individuals to voice their concerns on the potential environmental effects of the East Dublin General Plan Amendment and Specific Plan studies. In mid-October 1988, WRT will submit draft General Plan goals, policies and objectives to Staff for review. Staff will forward the draft goals, policies and objectives to the Planning Commission for a public hearing on November. 7, 1988. The draft General Plan goals, policies and objectives will be forwarded to the City Council for review and direction. It is anticipated that the public hearing for this will be held on November 14, 1988. In the meantime, WRT will be working on completing the draft General Plan Amendment, which will be submitted to Staff in late November and available for Planning Commission and City Council review during the month of December.
