FINANCIAL STATEMENT : Total estimated cost of Shannon Park Renovation is
$934,325. $72 ,035 is budgeted in 1988-89 for
design.
DESCRIPTION At the April 28, 1986 meeting of the Dublin City
Council, the preliminary design for renovation of the ten acre Shannon
Park Site was approved. In order to proceed with development of the park,
staff has prepared a Request For Proposal (Exhibit A) seeking a Landscape
Architect to finalize the design and prepare construction plans and bid
documents .
It is anticipated that the renovation of Shannon Park will span two fiscal
years . Park design and preparation of construction documents will be
undertaken in FY88-89 with construction following in FY89-90. $934,325 is
available in the 1988-93 Capital Improvement Program for the Shannon Park
Renovation.
It is Staff ' s recommendation that the Council take the following action:
1 ) Approve Request For Proposals for Shannon Park Design
2 ) Authorize Staff to advertise for consultants

FOR PLANNING AND DESIGN OF THE
SHANNON PARK RENOVATION

Project Description:
The major design objective of the Shannon Park Renovation is to
expand the park and recreational potential of the site in a
manner that is consistent with and retains the character of the
existing park and is compatible with the adjacent neighborhood.
The present park character is passive in feeling. A large open
turf meadow containing a small play and picnic area is separated
from the Shannon Center building by a creek. Although Shannon is
a community park and almost 10 acres in size, it was strongly
recommended that the major park area between the creek and
Shannon Avenue remain as a pastoral park, emphasizing passive
rather than very active uses.
A masterplan was prepared for this site in April of 1986 that
recommends the following development:
1 . Expansion and development of a major childrens play
facility
2 . Spray Pool
3 . Shannon Center Extry Development
4 . Parking area improvements
5. Revegetation of creek and pond development
6 . Hillside nature planting area
7. Garden patios adjacent to Shannon Center
Additional recommended development of Shannon Park includes
family picnic tables , revised walking circulates, park lighting,
additional creek crossing and additional tree plantings.

Scope of Work:
Work in this proposal shall consist of the following:
- Pre-design consultation with City staff
- Attendance at no more than three public meetings and
coordination of work with other interested public and
private organizations as requested by the City
- Development and compliance with a -reasonable time schedule
for the work specified
- Preparation of probable construction costs to be used as a
guideline in preparing construction documents
- Preparation of construction documents including working
drawings and technical specifications - setting forth in
detail all aspects of design, function and construction to
be used for securing bids for construction of the project as
per site master plan including:
1 . layout plans - location and configuration of all site
elements
2 . grading plans - drainage of all surface area
3 . lighting plan - security and other lighting as
necessary
4. planting plans - details and specifications
5 . irrigation plans - details and specifications
6 . details and specifications for stairs , walls, site
furniture, bollards , paving, seating, tree graders,
pots , tables, benches , play equipment and other
features necessary for installation as per master plan
- Construction coordination and project review -
Selection Process:
Five ( 5) copies of your proposal should be submnitted to the
office of the City Manager by 12 :00 Noon, Monday, November 21 ,
1988. Proposals may be hand delivered to 6500 Dublin Blvd. ,
Suite 205 , Dublin or mailed to P.O. Box 2340 , Dublin, CA 94569 .

The following information should be provided as part of your
proposal:
1 . Fee schedule showing hourly rates of staff.
2 . The approximate fee (or general cost range) and a
proposed timetable for completion of the work. The
total construction budget for the project will be
between $710 ,000 and $815,000 . A specific budget for
this project will be developed after selection of a
consultant.
3 . The name and qualifications of the individual proposed
as the project leader.
4. The names and brief resumes of professionals (whether
employees or sub-consultants) who will be assigned to
the project.
5. A brief statement of the firm' s general background,
capabilities and financial stability.
6 . A detailed statement of direct relevant experience
with similar projects.
7. A statement of professional liability coverage.
Following a review of the proposals received, the City may elect
to conduct interviews with qualified firms.
The following criteria will be used in evaluating proposals:
1 . Understanding of project
2 . Experience on similar projects
3 . Education and experience of key personnel
4. Ability to meet schedules
5. Quality of completed work
6. Proposed schedule and fee
7. Knowledge of recreational and landscape planning and
construction
The City of Dublin may reject any and all proposals.
