FINANCIAL STATEMENT: Preliminary estimates indicate that Dublin' s
share of the bond proceeds would be $639,303
DESCRIPTION • In an effort :to preserve some of the most
important remaining open space in the East Bay for wildlife habitat and
public recreational use, the East Bay Regional Park District Board of
Directors, has decided to place a proposed $225 million bond issue on the
November ballot. -�---
If approved, the bonds would be issued in increments of $45 million each
at three-year intervals between 1989 and 2001. Each bond would have a
lifetime of 25 years .
Seventy-five percent of the bond sale proceeds would be •used by the
Regional Park District ( 75% of that share would be used to purchase land,
and 25% to develop recreation projects) ; the remaining 25% would be
distributed to local park and recreation agencies within the District on
a per capita population basis , to be used for local projects .
The maximum tax rate required to service the bond debt would be 1¢ per
$100 assessed valuation. The beginning annual cost would be $5.72 for a
property assessed at $100 ,000.
Average annual household cost for the total bond issue would be $5. 63, or
47¢ per month. The highest cost would be 81¢ per month in the year 2001,
with progressively lower rates thereafter as the bonds are fully retired.
A poll just conducted for the District surveyed randomly selected
registered voters in the East Bay. Its results indicate that voters
believe the District is doing a good job, and that a bond issue to
acquire open space would receive 71% support .
As shown by the attachment in Exhibit A, preliminary estimates indicate
that Dublin' s share of the bond proceed would be $639 ,303. These funds
could be used to offset the approximate $1,226 ,560 in unfunded park
projects in the 1988-1993 Capital Improvement Program.
The East Bay Regional Park District has asked that cities consider
lending their support to Measure AA, the Regional Open Space, Wildlife,
Shoreline and Park Bond. The Citys Park and Recreation Commission
reviewed the provisions of Measure AA at their October 11, 1988 meeting
and have recommended that the City go on record in support of the bond
measure. Therefore Staff has prepared a resolution for consideration by
the City Council (Exhibit C) .
Staff recommends that the City Council consider the request by the East
Bay Regional Park District to support the East Bay Regional Park District
Regional Open Space , Wildlife, Shoreline and Park Bond.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

SUPPORTING MEASURE AA, THE EAST BAY REGIONAL PARK DISTRICT
REGIONAL OPEN SPACE, WILDLIFE, SHORELINE AND PARK BOND
WHEREAS, the Board of Directors of the East Bay Regional
Park District has authorized placement of a general obligation
bond for regional open space , wildlife, shoreline and park
purposes before District voters on November 8, 1988; and
WHEREAS, the City of Dublin is located within the boundaries
of the East Bay Regional Park District ; and
WHEREAS, the proposed program will make available

improve facilities in and near population centers; and
WHEREAS, enhancement of parks and recreational facilities
projects have a direct economic benefit to our community and
moreover, will benefit the health and well-being of the City of
Dublin.
NOW THEREFORE, BE IT RESOLVED that the City Council of the
City of Dublin does hereby go on record in support this bond
measure.
