HomeMy WebLinkAbout8.1 Financial Assistance for Vly Foundation for Aging CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: November 14, 1988 SUBJECT Request ,for Financial Assistance from the Diablo Valley Foundation for the Aging EXHIBITS ATTACHED A) Correspondence from Marge Stout, Coordinator of Senior Recreation and Information B) November-December Issue of The Silver Streaks RECOMMENDATION Deny request for funds but offer to copy and distribute the Silver Streaks in Dublin FINANCIAL STATEMENT : Approximate Cost to City $200.00 • DESCRIPTION • The City Council has received correspondence from Marge Stout, Coordinator of Senior Recreation and Information for the San Ramon ,Valley, asking that the City contribute $749.36 for the printing and distribution of the "Silver Streaks" in Dublin. Background In March of 1986 the Diablo Valley Foundation for the Aging raised funds to hire a Coordinator of Senior Recreation for the San Ramon Valley. At that time the cities of Danville and San Ramon agreed to provide certain "in-kind" services such as payroll administration, office space and clerical support in order to assist the Coordinator. As Dublin was technically outside of the service area for DVFA, but due to the makeup of the senior groups in the San Ramon Valley (Dublin/San Ramon) , Dublin was asked only to provide periodic professional consultation for the Coordinator. One of the responsibilities of the Coordinator of Senior Recreation was to disseminate information to the seniors of the San Ramon Valley. This was done via a newsletter entitled "Silver Steaks" . Initially the Silver Streaks was copied by hand utilizing paper and a copy machine provided by the City of San Ramon. As circulation of the Silver Streaks grew, this proved to be a cumbersome and time consuming task. Consequently in June of 1987 the Diablo Valley Foundation for the Aging requested that, the cities of Danville, San Ramon and Dublin provide funding in order that the Silver Streaks could be printed professionally. As we were in the process of recruiting for a Senior Coordinator to establish programs at the new Senior Center, and due to the fact that the publication focused more closely on Contra Costa County services , it was determined that the funds would be better spent in Dublin. However ,Danville and San Ramon agreed to provide funding. , Recommendation • • In the correspondence received from Mrs. Stout, Exhibit A, she asks for funding /for those issues of the Silver Streaks that are distributed in Dublin. Apparently the printing budget only allows for 1 ,000 copies which are distributed in Walnut Creek, Alamo, Danville and San Ramon. The cost of printing the initial copies is shared by Danville and San Ramon. The additional 300 copies that are distributed in Dublin are printed by hand utilizing the copier and paper provided by the City of San Ramon. Approve the request for funding, however sufficient funds are not available in the Senior Citizen Department Budget and would need to be transferred from one of the other Departments within the Recreation Budget. 2 . Deny the request for funding, but instead offer to copy and distribute the Silver Streaks in Dublin utilizing the Recreation Department copier. 3 . Deny the request for funding. It should be noted that while 300 copies are distributed in Dublin, staff estimates that not more than 50% are actually received by Dublin residents. A copy of the most recent issue of the Silver Streaks is attached in Exhibit B. As you can see, space has been set aside in the publication to advertise programs and activities at the Dublin Senior Center as well as the activities of the clubs who meet at Shannon Center. Although most of the services listed are for. Contra Costa County seniors, there are some Alameda County services included. The Silver Streaks has proved to be a valuable publication for seniors throughout the Valley and staff feels that it would be unfortunate if it were no longer available in Dublin. Therefore it is the recommendation of staff that the City offer to copy and distribute the next four issues of the Silver Streaks in Dublin as an alternative to providing funds . It is estimated that the cost to copy the Silver Streaks utilizing the Recreation Department copier and Building Attendants should not exceed $200 .00. Box 2340 Dublin, CA 94568 Dear City Council Members: As you are aware, the "Silver Streaks", our 16-page newsletter printed six times per year for Senior Citizens in the San Ramon Valley from Alamo to Dublin, is presently being supported by the Town of Danville and the City of San Ramon. Circulation is 1, 300 and growing. Each city pays for 500 copies to be printed. The remaining 300 copies are run off personally after 5: 00 p.m. on San Ramon City Hall's copy machine, using their paper. I am employed for 30 hours a week by the Diablo Valley Foundation for the Aging. The mailing list alone to housebound Seniors and Senior-related organizations and non-joining Seniors has reached 350. Copy Hut has quoted the price of $198.59 including tax for an additional 300 copies from November to June (four issues) . The total would be $794.36. Diablo Valley Foundation for the Aging handles the finances, paying the printing bill.
