FINANCIAL STATEMENT : Dublin 's allocation under this grant
program is $66 ,000 . The estimated cost
for renovation of Shannon Park is
$934 ,324, of which $847 , 925 is allocated
from the City's General Fund. Applying
these grant funds to the project will
reduce the General Fund expenditure to
$781 , 925 .
DESCRIPTION On June 7 , 1988 the voters of California
passed Proposition 70 , the California Wildlife, Coastal and Park -
Land Conservation , Bond Act of 1988 . Proposition 70 authorizes
funds for six (6 ) grant programs available to local jurisdictions
and administered by the Califorl;iia Department of Parks and
Recreation. Those programs are:
1 ; Special Districts Grant Program
2 . Trails Grant Program
3 . Per Capita Grant Program
4. Roberti-Z 'berg-Harris Open Space Grant Program
5 . Specified Local Agencies Grant Program
6 . Historical Preservation Grant Program
Under the Per Capita Grant Program there is $120 million
available to cities , counties , park and recreation districts ,
regional park districts , open space districts and other
qualifying districts for acquisition, development, rehabilitation
or restoration of recreation lands and/or facilities .
This program provides one-time grants based on population.
Minimum grants in the amount of $20 ,000 are available to small
cities and districts (estimated to be about 7 ,500 population or
less ) . Minimum grants of $100 ,000 are available to small
counties ( estimated to be about 70 ,000 population or less ) .
The funds may be appropriated over a three-year period beginning
July 1 , 1989 . Dublin ' s allocation under this program is $66 , 000 .
Applications for the first-year deadline is January 13', 1989 .
Therefore it is necessary to determine an appropriate project
where the funds can be utilized. As noted above, eligible
projects include acquisition, development/rehabilitation and/or
historical preservation. Under the provisions of the Act, the
project must be started within three years of the date that the
funds are available. Additionally, the proposed project must be
consistent with the park and recreation plan for the applicant ' s
jurisdiction and must satisfy a high priority need.
The Park and Recreation Commission considered appropriate
projects for the grant funds at their December 13 , 1988 meeting.
The Commission concurred with staffs recommendation to apply the
funds to the Shannon Park Renovation. The total estimated cost
for the project is $934 , 324 . Of this amount, $847 ,925 in funding
is coming out of the Citys General Fund. By applying the $66 ,000
in grant funding towards this project, this will reduce the
amount of funds needed from the General Fund. Therefore it is
the recommendation of staff and the Park and Recreation
Commission that the City Council take the following action:
1 . Approve application for grant funds as shown in
Exhibit A.
2 . Authorize the Mayor to execute the resolution as shown
in Exhibit B.

Brief description of project The major design objective of the Shannon Park Renovation is to expand the
park and recreational potential of the site in a manner that is consistent with and retains the
character of the existing park and is compatible with the adjacent neighborhood. A masterplan
was prepared for this site in April of 1986 that recommends the following development:
1 . Expansion & development of .a children play facility 4. Parking Improvements
2. Spray Pool 5. Revegetation of Creek & Pond
3. Shannon Center Entry Development 6. Hillside planting area
Additional development of Shannon Park includes picnic tables, revise waning°circulates, park
lighting, additional creek crossing and tree plantings.

A RESOLUTION OF THE CITY COUNCIL

OF THE CITY OF DUBLIN
. A RESOLUTION APPROVING THE APPLICATION
FOR GRANT FUNDS FOR THE PER CAPITA PROGRAM
UNDER THE CALIFORNIA WILDLIFE, COASTAL, AND
PARK LAND CONSERVATION ACT OF 1988
1t FOR SHANNON PARK RENOVATION
WHEREAS, the people of the State of California have enacted
the California Wildlife, Coastal, and Park Land Conservation Act
of 1988, which provides funds to the State of California and its
political subdivisions for acquiring and/or developing facilities
for public recreational and open space purposes; and
WHEREAS, the State Department of Parks and Recreation has
been delegated the responsibility for the administration of the
program within the state, setting up necessary procedures
governing application by local agencies under the program; and
WHEREAS, said procedures established by the State Department
of Parks and Recreation require the applicant to certify by
resolution the approval of application before submission of said
application to the state; and
- - . WHEREAS, said application contains assurances that the
applicant must comply with; and
• WHEREAS, the applicant will enter into an agreement with the
State of California for acquisition or development of the
project;
NOW THEREFORE, BE IT RESOLVED THAT THE City Council of the
City of Dublin does hereby:
1 . Approves the filing of an application for the Per
Capita Grant Program under the California Wildlife,
Coastal, and Park Land Conservation Act of 1988 state
grant assistance for the above project; and
2. Certifies that said applicant understands the
assurances and certification in the application form;
and
3. Certifies that said applicant has or will , have
sufficient funds to operate and maintain the project;
and
4. Appoints the City Manager as agent of the City of
Dublin to conduct all negotiations, execute and submit
all documents including, but not limited to
applications, agreements, amendments, payment requests
and so on, which may be necessary for the completion of
the aforementioned project.
