HomeMy WebLinkAbout8.2 Camp Parks Future Use CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: January 9, 1989 SUBJECT Written Communication from Representative Pete Stark regarding Camp Parks Report by: City Manager EXHIBITS ATTACHED Letter from Representative Pete Stark dated October 23 , 1988 RECOMMENDATION Discuss and provide Staff with appropriate direction FINANCIAL STATEMENT: None DESCRIPTION At its meeting of December 12, 1988, the City Council requested that the attached letter from Congressman Stark, regarding the future disposition of Camp Parks , be placed on the City Council agenda of January 9 , 1989. Since that meeting, the United States Commission on Base Realignment and Closure announced its recommendations for the closure of various military installations throughout the country. Camp Parks was not included on this list. In discussing the Commission' s recommendations with Representative Stark' s Office , Staff was informed that the Commission' s report is to be adopted or rejected without amendment. Representative Stark' s Washington Office indicated that this may only be the first round, given the Federal Government ' s budget deficit . It was also their opinion that key leaders in Congress announced surprise at the limited scope of the proposed cutbacks . Congressman Stark' s Office indicated that they would follow the desires of the local agencies on land use issues and that our input to Congressman Stark would still be helpful, in the event that this issue is addressed again later this year. Dublin , CA 94568 Dear Pete: Attached is a memo summarizing the previsions of the just-passed Base Closure and Realignment Act. In our area, I ' ve raised the question of whether Camp Parks is necessary, and it is possible that it may be closed because of this new law. - I do not know if this will happen, but I think that we should consider the possibility and make plans for how some or all of the 2,000 acres of Camp Parks (one of the last great blocks of open land in the area) can best serve the needs of our rapidly growing region. The Camp Parks land swap has been enacted and is law, and it addresses some of our future transportation needs. But are there other needs--schools, parks, prisons, sewerage facilities--which we should be considering in light-of the new law? During the coming months; you may want to give this some thought. In fact, I would ask your advice as to whether we should suggest to the Base Closure Commission that they close Camp Parks?
