SUBJECT Consideration of a 200 space BART Park & Ride Lot

FINANCIAL STATEMENT: To be determined
_DESCRIPTION At the request of Mayor Moffatt, Staff has placed this
item on the agenda to discuss whether the Council is -interested in working ,
with the Bay Area Rapid Transit District to study the feasibility of
developing a 200 space BART Park & Ride lot on the downtown BART Station
site.
As the Council may recall, the City had litigated the proposed 750 space
BART Park & Ride lot facility on this same site sometime ago. The
litigation resulted from the inability of the City and BART to reach
agreement on the mitigation measures which BART would be responsible for as
a result of developing a Park & Ride facility of this magnitude on this
site.
Since that time, BART has been working with the Cities of Livermore and
Pleasanton in developing much smaller Park & Ride facilities to improve the -
overall parking for commuters which use the BART Express Bus system. -
Staff has met with BART Staff to discuss what ground rules would be
appropriate should BART develop a small Park & Ride facility at the downtown
Dublin station site. If the City Council is interested. in requesting that
BART study the possibility of developing a small Park & Ride facility at
this location, both Staffs agreed that it would be appropriate for the
City' s Traffic Engineering firm, TJKM, to undertake a traffic study
identifying the increased traffic that might be created by installing this
Park & Ride facility. It was understood that if this occurred that BART
would be required to pay for the cost of that study.
The 750 space Park & Ride lot alternative for the downtown BART Station site
has been identified in the Environmental Impact Report for the Rail
' Extension Study. This project will remain within the scope of work for that
Environmental Impact Report. Any action towards the development of a 200
space Park & Ride facility at this location would be pursued apart from the
Environmental Impact Report for the rail extension. BART has indicated that
if the City were interested, and that both agencies, could reach agreement,
it is possible that this facility could be constructed as early as the
Summer of 1990 .
It is Staff's recommendation that the Council discuss this issue and provide
Staff with appropriate direction.
