AGENDA STATEMENT
City Council Meeting Date: March 27, 1989 '
SUBJECT: Authorization to Apply for Funding for
Transportation Development Act (TDA) Projects
(Report by Public Works Director Lee Thompson)
EXHIBITS ATTACHED.: Resolution
RECOMMENDATION: 7 1 Adopt Resolution directing Staff to apply for funding.
FINANCIAL STATEMENT: The City-has requested 100% TDA funding.
DESCRIPTION:
City Staff has submitted two projects for consideration for Transportation
Development Act (TDA) funding. The maximum funding that any one project can
receive is $75,000. Staff requested funding of $75,000 for each project, but
as of February 8, 1989, it appears as though the City will receive full
funding for one project and $60,100 for the other.
1) Handicap Curb Ramps, Phase IV: This project provides for the construction
of handicap curb ramps at various intersections throughout the City as a
continuation of the program commenced during FY 1984-85. This project will
likely receive partial funding of $60,100. Since this project is not
currently in the City's Five-Year Capital Improvement Program, the City would
include this project in the 1989-90 update to the Five-Year Capital
Improvement Program, should the City receive the funding.
2) Catch Basin Grate Replacement Program, Phase I: This item originally
appeared before the City Council on December 8, 1986; however, TDA funding was
denied at that time. It appears that Staff will be able to acquire the full
$75,000 in TDA funding in FY 1989-90 for the project. This program would •
provide for the phased replacement of existing catch basin grates with a new
standard bicycle grate. The first phase will include existing designated bike
routes. Prior to incorporation, Alameda County had modified existing catch
basin grates by adding steel bars in order to make them safer for bicyclists.
Over the years, many of these bars have broken loose. These modified grates.
present a constant maintenance problem. This project already appears in the
five-year CIP for 1989-90 ,in anticipation of obtaining these funds.
Staff recommends that the City Council adopt the Resolution directing Staff to
apply for TDA funding for these projects.
