8.3 Civic Center GP Amendment Study
• • AGENDA STATEMENT - CITY COUNCIL MEETING DATE: April 10, 1939 • • SUBJECT: Civic Center 'General Plan Amendment Study Authorization REPORT PREPARED BY: Laurence L. Tong, Planning Director • EXHIBITS ATTACHED: Exhibit A: Map of Dublin General Plan - • Primary Planning Area guy - RECOMMENDATION: clIF Authorize the General Plan Amendment Study • FINANCIAL STATEMENT: No significant cost impact • • • DESCRIPTION: - The City Attorney's office has recommended that the Dublin General Plan be amended to designate the Civic Center site as a "public/semi-public facility" or similar land use designation. The General Plan currently designates the Civic Center site as "retail/office" and "parks/recreation" (see map of Dublin General Plan - Primary Planning Area) . The General Plan describes retail/office as, in part; " . . .shopping centers, stores, restaurants, business and professional office, motels, service stations, and sale of auto parts. . .". Parks/recreation is • described as "publicly owned parks and recreation facilities. " The General Plan also has a "public/semi-public facilities" land use designation that includes "uses other than parks owned by a public agency that are of sufficient size to warrant differentiation from adjoining uses. . ." . The General Plan Amendment Study would not require a substantial amount • of Staff time. The study would need to consider the most appropriate land use designation and environmental review document. The Planning Commission and City Council would need to hold public hearings on the item. To ensure that the Civic Center is consistent with tae General Plan, Staff recommends that the City Council authorize a General Plan Amendment. Study to consider designating the Civic Center site as a "public/semi-public facility" or similar land use designation.
