AGENDA STATEMENT CITY COUNCIL MEETING DATE: June 26, 1989 REPORT PREPARED BY: Larry Tong, Planning Director SUBJECT: Draft Tri-Valley Transportation Council (TVTC) By-Laws EXHIBITS ATTACHED: Attachment 1: Draft Tri-Valley Transportation Council By-Laws/Rules of Procedures 4(10/ RECOMMENDATION: 4 Consider FINANCIAL STATEMENT: None DESCRIPTION: On May 24, 1989, the Technical Advisory Committee of the Tri-Valley Transportation Council (TVTC-TAC) prepared a draft set of by-laws for the Tri-Valley Transportation Council (TVTC) . The TVTC-TAC representatives agreed to take the draft by-laws back to their respective councils/boards for review and approval. The draft by-laws are rules of procedures that address the TVTC composition, membership, and meetings. _ Staff recommends that the City Council consider the draft TVTC by-laws. ITEM NO. . ... -;, 01., COPIES TO: Planning File • TRI VALLEY TRANSPORTATION COUNCIL RULES OF PROCEDURE 1. Composition. The Tri Valley Transportation Council (TVTC) is composed of representatives from the Cities of Livermore, ' Pleasanton, Dublin, San Ramon, Town of Danville and the Counties of Alameda and Contra Costa. . 2. Membership of the TVTC. (A) Composition . (1) " There shall be 7 voting members on 'the TVTC. Voting members must be elected officials or designated alternates, one each from the five city councils and one each from the Alameda and Contra Costa County Board of Supervisors. (2) Each City or Town and Board of Supervisors may appoint one ,alternate who may vote in the absence of the designated voting member. (B) Terms of Office Appointments to the Council are for two-year terms, beginning on January 1st. The appointee must remain a Councilmember, Mayor or Supervisor to serve. (C) Removal Alternates or representatives may be removed from office by the appointing jurisdiction. If a member is removed, the appointing jurisdiction shall appoint a replacement to fill the remainder of the member's term within thirty days after the removal. • (D) Chair The TVTC Chair shall be elected from among the voting members by a majority vote. The term of office shall be from the date of his or her election to the end of the year as established in Section 2 (B) . (E) Vice Chair A Vice Chair may be elected from among the voting members by a majority vote of those members present and voting. The term of office shall be from the date of his or her election to the end of the year as established in Section 2 (B) . r k 1 3 . Meetings (A) Regular Meetings Regular meetings of the Council shall be held on the fourth Thursday of certain months. Regular meetings will be determined by a vote of the Council. There shall be held at least one regular meeting during each consecutive three month period .of the year beginning in January of each year. _ (B) Cancellation of Regular Meetings Any regular meeting of the Council may be cancelled by 1 the Chairperson no less than . three. (3) calendar days prior to the scheduled. date of such meeting if there is insufficient business to warrant the meeting. Notification of cancellation shall be mailed to all parties who are notified of regular meetings of the Council, no less than three (3) calendar days prior to the scheduled date of the meeting to be cancelled. (C) Special Meetings Special meetings of the Council may be called by order of the Chairperson or by a majority of the members. The order calling the special meeting shall specify the time of the meeting and the business to be transacted at that meeting. (D) Adjourned Meetings Any regular meeting of the Council may be adjourned to any date prior to the date established for a regular meeting. Any adjourned regular meeting is part of the regular meeting, and any special meeting may be adjourned, and any adjourned special. meeting is part of the special meeting. (E) • Quorum A majority of the members of the Council shall constitute a quorum for the transaction of business, except that less than a quorum may adjourn from time to time pursuant to Subsection (G) of these Rules. • (F) Absence of Quorum In the absence of a quorum, the members present shall adjourn the meeting to a stated time and place, and the absent members shall be notified. If all members are absent, the secretary or a representative, shall adjourn the meeting to a stated time and place and notify all members pursuant to Subsection (G) of these Rules. (G) Notice of Meetings All meetings of the Council shall be held subject to the • provisions of the Ralph M. Brown Act, being Sections 54950 et. seq. of the California Government Code, and other applicable laws of the State of California requiring notice of meetings of the Council. (H) Vote Required - A majority vote of those present and voting shall be required for any action. An abstention to vote by any member. shall be construed as that member not voting on a particular matter.
