HomeMy WebLinkAbout4.5 Establish Asst Planner Position CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: July 10, 1989 • SUBJECT: Establishment of Assistant Planner Position (Prepared by: Lou Ann Riera-Texeira, Administrative Assistant to the City Manager) EXHIBITS: Resolution QA"' RECOMMENDATIO : Adopt Resolution FINANCIAL Recommended salary range - $2387- $2984 per month. Adequate STATEMENT: funds have been included in the approved 1989-90 budget. DESCRIPTION: On June 27, 1989, the City Council approved the 1989-90 Dublin City budget. The 1989-90 budget includes funding for several additional positions including the proposed Assistant Planner position. It is proposed that the Assistant Planner would replace the part-time Contract Zoning Investigator. This position would also provide additional help in processing planning applications. Pursuant to the City's Personnel Rules, a job description and salary range must by adopted by the City Council for each position in the organization. Staff has prepared a job description which addresses the City's needs. Staff has reviewed the sequence of salary ranges within the City's own Planning department. Accordingly, it is recommended, that a salary range of $2387- $2984 per month be established for the position of Assistant Planner. As the proposed job description indicates, the Assistant Planner position is an entry level professional position and the proposed salary range is consistent with the existing salaries in the City' s Planning sequence. Staff recommends that Council adopt the attached Resolution establishing the salary range and job description for the position of Assistant Planner. RESOLUTION NO. - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN AMENDING THE CLASSIFICATION PLAN AND ESTABLISHING THE SALARY RANGE FOR ASSISTANT PLANNER WHEREAS, the Dublin City Council is desirous of improving the level of planning and development services available to the community; and • WHEREAS, the City Council recognizes that an additional position in the Planning Department is necessary to meet the demand of planning and development services in the community; and - • WHEREAS, the City Council has allocated sufficient funds in the City's budget for this position. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin hereby amends the Classification Plan and establishes the position of Assistant Planner as described in the job description (Exhibit A), which is attached hereto. AYES: NOES: ABSENT: • Mayor ATTEST: City Clerk EXHIBIT A CITY OF DUBLIN 4 ASSISTANT PLANNER 6 DEFINITION The Assistant Planner position is an entry level professional position. Under general direction, the Assistant Planner performs responsible planning tasks and provides technical assistance to the Planning Department. The Assistant Planner may be assigned to either current or advanced planning divisions. This position may also perform as the City's zoning enforcement officer. The Assistant Planner will function as a member of the City's planning team. EXAMPLES OF DUTIES Provide public counter assistance and respond to inquiries from applicants, the general public and other governmental agencies; perform field investigations and office tasks associated with enforcement of zoning, signing and related municipal regulations; review building plans for conformity to zoning and subdivision ordinances; interpret and apply pertinent laws and regulations to planning projects; assist in the enforcement, and administration of zoning, subdivision and other related ordinances; assist in reviewing and analyzing various planning applications and with the preparation of various reports for policy decisions; assist in compiling and analyzing statistical, economic and other data relating to planning and environmental matters; organize and conduct research studies; assist in preparing elements and revisions to the General Plan consistent with local needs; prepare and present oral and written reports and recommendations; attend meetings of the Planning Commission, City Council and other citizen boards or committees as required; and perform other duties as assigned. QUALIFICATIONS - Experience Requires one year of professional experience in the field of city or regional planning, preferably for a public agency. Education Bachelor's degree from an accredited college or university with major course work in planning or closely related field. A Master's degree in planning or closely related field is desirable and may be substituted for six months of required experience. Knowledge and Abilities The Assistant Planner must be able to communicate effectively; establish and maintain cooperative working relationships with those contacted in the course of work; prepare and present comprehensive but succinct written and oral reports; make effective presentations in public meetings; compile and analyze statistical, economic and related data pertaining to environmental and planning matters; and interpret and apply laws and regulations. The Assistant Planner should have basic knowledge of the following: theory, principles, practices and trends of city planning; research methods as they apply to the collection, tabulation and analysis of data affecting city planning; federal, state and local laws and regulations relating to municipal planning, zoning and subdivision regulations; statistical analysis as applied to land use, zoning, general plan and transportation studies; government organizations, transportation, communications, public utility systems and landscape architecture as they relate to city planning. - Licenses Requires a valid California Class III driver's license to be secured prior to employment and maintained as a condition of continued employment.
