HomeMy WebLinkAbout8.4 Business Registration Ordinance CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: August 28, 1989 SUBJECT Business Registration Ordinance Study Report by Richard Ambrose, City Manager EXHIBITS ATTACHED None RECOMMENDATION 1 ) Authorize Study of the establishment of a Business Registration Ordinance 2) Direct Staff to contact the Dublin Chamber of Commerce and request that the Chamber appoint representatives from the business community to participate on a task force with representatives of the City to study the development of a Business Registration Ordinance 3) Designate representative(s) from the City Council, City Staff and ,City Attorney' s Office to meet with representatives from the business community 4) Establish a date for the task force report to be brought back to the City Council FINANCIAL STATEMENT: None at this time DESCRIPTION For several years, the City Council has identified the development of a Business License Ordinance as a goal and objective for the City. During past discussions regarding a Business License Ordinance, the emphasis was primarily on business registration rather than raising revenue through the vehicle of a Business License. Through the adoption of a Business Registration Ordinance, the City' s Building, Planning, Police and Fire Departments could be assisted in their responsibility for enforcing the health and safety regulations of the City. For example, by requiring a business to register, the City could be made aware of a business that may be locating in the wrong zone or building for the intended business use. The City would be in a better position to notify new businesses of City requirements that could affect the location of their business prior to that business investing resources into an improperly zoned or inadequate facility. The Business Registration Ordinance could also assist the City in determining whether all of the sales tax which should be paid in the City is, in fact, being properly allocated to the City by the State Board of Equalization. In addition, previous discussions have focused on a registration fee which would cover the cost of administration only, and not be used to raise revenue for the City. Since representatives of the business community have expressed some concerns and reservations regarding a Business License Ordinance in the past, Staff believes it would be beneficial for the Council to form a task force composed of representatives from the City and business community to study the issue of a Business Registration Ordinance and report back to the City Council at a date determined by the City Council. a COPIES TO: Chamber of Commerce ITEM NO. `°`''
