AGENDA STATEMENT
CITY COUNCIL MEETING DATE: September 11 , 1989
SUBJECT Written Communication from City of Livermore
regarding a Valley Performing Arts Center
Feasibility Study
EXHIBITS ATTACHED Letter from Mayor Dale Turner dated
September 1 , 1989
RECOMMENDATION Consider.
FINANCIAL STATEMENT: Livermore proposes that each of the three Cities share
equally in the cost. The estimated cost of the Study
r is $75, 000 . Each participant' s cost would be $25, 000 .
No funds have been budgeted for this project.
DESCRIPTION The City of Dublin has received a request from the
Mayor of the City of Livermore to consider participating in a Feasibility
Study for the development of a Performing Arts Center which would serve
Livermore, Pleasanton, and Dublin.
As indicated in Mayor Turner' s letter, it is anticipated that the
Feasibility Study would determine the need, use, and viability of a center
in our Valley; identify potential site locations; funding sources; and
suggest operational criteria for the Performing Arts Center. Mayor Turner
has further indicated that if the Cities of Pleasanton and Dublin are
interested in sharing the cost of such a study, that the study selection
process would be done by a committee of representatives from each of the
three Cities .
Mayor Turner has requested that the City Council of the City of Dublin
consider whether it is interested in participating in such a Feasibility
Study and allocating $25, 000 for that purpose prior to October 1 , 1989 .
Should the Council wish to participate, an additional appropriation from the
City' s Reserves would be required.

Dear Mayor Moffatt and Councilmembers:
At a recent meeting a request was made to our Council by
a group of interested people to have the City look into the
possibility of providing funds for a Performing Arts Center
Feasibility Study.
A number of people, not all Livermore residents, are
interested in the idea of building a Performing Arts Center
somewhere within our Valley. One possible site location would be
near Las Positas College, but there may be other potential
locations as well. A feasibility study could determine the need
and use for such a center, identify potential site locations,
funding sources, and suggest operational criteria.
As you well know, there is not a suitable Performing
Arts Center anywhere within our valley. People have often
expressed to me the need for such a facility, but two of the major
stumbling blocks have been location and financing. Commissioning
1 = a feasibility study would be the first step toward answering a lot
;.- of questions that I am sure are asked by residents of your
IM,r. ,, . community as well.

Proposals (RFP) , the review of proposals and interviews of
{< consultants, and the final selection of a consultant would be done
by a committee of representatives from our three cities.
