RECOMMENDATION \ :: Direct Staff to Advertise Task Force Openings
FINANCIAL STATEMENT: None
DESCRIPTION At the January 23 , 1989 meeting of the Dublin City
Council , the City Council adopted Resolution No . 8-89 , A Resolution in
Support of Child Care Services to Meet Existing Need and Approving an
Application for Grant Funds for Child Care Services . The grant application ,
a collaborative effort between the Cities of Dublin , Pleasanton and
Livermore , contained a request for $25 ,000 in funding from the State
Department of Education to develop a five year regional child care
masterplan . The objectives for the proposed masterplan were as follows :
1 . To identify major child care issues
2 . To examine governmental policies and procedures for possible
barriers to expanding child care programs
3 . To examine efforts of local employers and determine feasibility
of public/private partnerships
4 . To develop recommendations for an action plan
In the attached letter from Miriam Miller , Director of Resources for Family
Development , she states that the $25 ,000 grant has been awarded to the
three cities . As you may recall , the child care masterplan is to be
developed with the assistance of a paid consultant and a Valley-wide Task
Force . Additionally Resources for Family Development will serve as staff
to the Task Force , prepare resource materials and write the final report to
be delivered to each City Council in May , 1990 .
The suggested makeup of the Task Force is as follows :
1 . Valley-wide Members (6 total)
a) American Association of University Women (AAUW)
b) Directors of the Valley (DOV)
c) Las Positas College
d) League of Women Voters
e) Valley Family Child Care Home Association
f) Valley Ministerial Association
2 . Appointments from Individual Cities (up to 6 members)
a) Chamber of Commerce
b) Commissioner/Board Member
1 . Park & Recreation
2 . Human Services
c) Parent
d) School Board
e) At Large
It is expected that there will be approximately seven Task Force meetings
over a six month period with the first meeting scheduled for early
November .
In order to assist the Council in making appointments to the Valley-wide
Task Force , staff recommends that letters advertising the Task Force
openings be sent to the Chamber of Commerce , the Dublin Unified School
District , Parent Faculty Clubs from Dublin Schools , Churches , Service
Clubs , and local Daycare Providers . Additionally , it is recommended that
press releases advertising the openings be submitted to the local media .
If the City Council is agreeable with this approach , staff will proceed
with advertising the openings and return to the Council at a later date
with the names of those persons interested in serving on the Task Force .

Dear Council Members:
RFD is pleased to report that a $25, 000 grant has been awarded by
the State Department of Education to develop a 5 year regional
master plan for child care in Livermore, Pleasanton, and Dublin.
This grant will implement your resolution of January 23 , 1989
which was passed in support of a callaborative approach. The City
of Livermore will be the lead agency and will serve as fiscal agent.
The grant will strengthen Dublin' s ability to take positive
action on the quality, accessibility, and affordability of child
care as the three Valley cities will be able to address the
issues in a collaborative manner.
The objectives of the master plan are: 1) to identify major child
care issues; 2) to examine governmental policies and procedures
for possible barriers to expanding child care programs; 3) to
examine efforts of local employers and determine feasibility of
public/private partnerships; 4) to develop recommendations for an
action plan.
The process for developing a child care master plan will include
the appointment by each City Council of up to 6 members to a
Task Force representative of city government, schools,
business, community organizations, churches, provider groups, and
parents.
A consultant will be hired to provide necessary data, surveys,
and resource information for the Task Force. The consultant
tasks include: 1) to define child care needs of residents and non-
residents using care in the 3 cities; 2) to provide projections
of need based on growth data; 3) to identify obstacles to
increasing supply posed by current ordinances and policies; 4) to
formulate possible funding strategies.
