FINANCIAL STATEMENT: None DESCRIPTION: At the October 9th City Council meeting, a resident requested that the City take some type of action to insure that newspaper racks did not block the sidewalk, particularly for wheelchair access. The resident cited the bus stop on the east side of Village Parkway at Lewis (in front of the car wash) as a specific problem location. The City Council directed Staff to take a look at all of the newspaper rack locations and take any necessary action if a problem existed. On October 19th, the maintenance crew moved the rack on Village Parkway at Lewis behind the sidewalk. On October 20th, the rack had been moved back onto the sidewalk. The maintenance crew moved the rack again, and the Valley Times was contacted and requested to keep this rack and any others from blocking pedestrian or wheelchair access. The Times indicated a willingness to cooperate in this matter. A survey of other newsrack locations indicated two additional problem locations: the east side of Sierra Court north of Sierra Lane and in front of 6483 Sierra Lane, where the newsracks are chained to traffic sign posts and do block the sidewalk for wheelchair bound persons. The newspapers involved have been asked to move the boxes. Staff also recently received a call from the manager of the Almond Plaza Shopping Center on Regional Street complaining that the newsracks in front of the shopping center had been vandalized and were not being maintained. Staff contacted the newspapers involved and requested that the boxes be kept clean and in working order. While the City must allow the news agencies and other publications to place their newsracks, it is possible to impose certain regulations regarding appearance and manner of placement. The Cities of Pleasanton and Alameda both have ordinances which address these issues. It is recommended that the City Council authorize Staff to draft such an ordinance for consideration at a future meeting. ITEM NO. Vii, I/ COPIES TO:
