FINANCIAL STATEMENT: Undetermined.
DESCRIPTION The City has received a request from Dave Karp, Mayor
of the City of San Leandro and President of Alameda County Mayors '
Conference requesting that the Dublin City Council consider supporting the
immediate passage of the Gasoline Tax Increase to fund the rebuilding and
repair of essential transportation facilities in the Bay Area, as well as ,
to address those infrastructure deficiencies which existed prior to the
October 17 earthquake .
Mayor Karp has requested that the City Council consider adopting the
attached Resolution and forwarding a copy of the Resolution to the Governor.

Livermore The enclosed Resolution Supporting Immediate Passage of a Gasoline Tax
Increase has been passed by the Alameda County Transportation Authority, A/C
Newark Transit, the Bay Area Rapid Transit District, and the Alameda County
Transportation Commission. We are requesting that your city take action on this
Oakland very important issue and pass a resolution supporting a gas tax increase.
Piedmont If your city passes such a resolution, please send a copy of it to the
Governor of California. I would also appreciate receiving a copy of your
resolution.

RESOLUTION NO. 89 -
RESOLUTION SUPPORTING IMMEDIATE
PASSAGE OF A GASOLINE TAX INCREASE
Recitals
An earthquake measuring 7.1 on the Richter Scale struck the San Andreas
fault in the Santa Cruz mountains at 5:04 p..m. on October 17, 1989.
This earthquake caused many deaths and inflicted widespread damage to
property throughout Northern California, in particular, crippling vital
transportation links in the region.
A state of disaster has been declared and exists in the Counties of Alameda,
Monterey, San Benito, San Francisco, San Mateo, Santa Clara and Santa Cruz.
Such major transportation facilities as the San Francisco Bay Bridge, the
Embarcadero Freeway, and important portions of Interstate Route 880 and 280 have
been severely damaged and will remain closed to traffic until expensive repairs
have been completed.
The total damage to the transportation systems in the region is well in
excess of one billion dollars, and the loss of these key transportation
facilities threatens the economic engine of the Bay Area and the productive
capacity of much of Northern California.
If sufficient revenues had been previously earmarked for corrective
maintenance on suspected earthquake-vulnerable transportation structures, the
terrible loss of life which occurred on the Nimitz Freeway may have been
avoided.
In a time of such extensive and profound disaster, there is an urgent need
for clear, decisive leadership on the part of the Governor and the State
Legislature to take action that will restore the economic well -being and bolster
the self-confidence of the people of these stricken communities.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
calls for immediate passage by the Legislature and.Governor of
the gas tax component of the transportation programs approved this last summer
which will provide revenues for the rebuilding and repair of essential
transportation facilities in the region and, at the same time, direct on-going
resources to address the significant shortcomings which existed in the State's
transportation infrastructure prior to this natural disaster, and
BE IT FURTHER RESOLVED, that the City of also
supports a modification of the Gann Limit which would enable immediate use of
SCA-1 funds, and calls for the presentation of this resolution to the Governor,
the Secretary of State, the Legislative Authors of SCA-1, and the Alameda County
representatives in the State Legislature.
