SUBJECT: Appointment of Tenant Commissioners:

RECOMMENDATION: Or Confirm the Reappointment of the current Tenant
Commissioners.
FINANCIAL STATEMENT: None.
DESCRIPTION: The Dublin Housing Authority (DHA) is a separate entity
which was created by the City to oversee the operation of the Arroyo Vista
project. The Commission is comprised of the City Council and two tenant
Commissioners. State Law mandates that the Board contain at least two
members who are tenants. In addition, the law states that if the project
has residents over the age of 62, one commissioner must also be over the
age 62.
At the City Council meeting on May 26, 1987, the Council appointed Ms.
Peggy Taylor and Ms. Deborah Gay as the Tenant Commissioners. The
selection was based upon a review of applications and interviews with
interested tenants, conducted by a City Council Subcommittee.
Ms. Taylor fulfilled the legal requirement to have one Commissioner over
the age of 62. The two tenants were to serve a two-year term. At the last
Housing Authority meeting, the Executive Director indicated that their
terms had expired, although they have continued to serve and participate as
commission members.
Both members have indicated an interest in continuing to serve on the
Board. Their reappointment would provide continuity on the Board of
Commissioners. The appointment should cover the term of June 1 , 1989
through June 1 , 1991 .
Staff would recommend that the City Council confirm the reappointment of
Housing Authority Commissioners Ms. Peggy Taylor and Ms. Deborah Gay to
continue serving until June 1 , 1991 .
