SUBJECT: Request for Budget Transfer - Nonpoint Source Program

EXHIBITS ATTACHED: Payment Request from Alameda County
RECOMMENDATION: Authorize budget transfer in the amount of $6,990 from
unallocated reserves.
FINANCIAL STATEMENT: Dublin's total share of the cost of the study is
$20,980, which is to be paid over a three-year period
in increments of $6,990. The initial payment was to
be made in the 1988-89 Fiscal Year and was so
budgeted; however, the agreement was not completely
executed until the 1989-90 Fiscal Year, and the County
did not bill the City until that time. The first
payment has been made, and in order to pay the second
installment, also in the 1989-90 Fiscal Year, a budget
transfer is necessary.
DESCRIPTION:
In August of 1987, the City Council approved an agreement for an initial study
regarding evaluation of non-point source of water pollution. Nonpoint source
pollution is pollution which is carried by storm water runoff.
In February of 1989, the City Council approved the second phase agreement for
cost-sharing of the Nonpoint Source Pollution Evaluation Plan, which sets up
stream monitoring stations on major creeks to determine pollutant loading for
various intensities of storms and storm flow in the creeks. As noted in the
Financial Statement above, Dublin's total share of the cost of this study is
$20,980, which is to be paid over a three-year time span. The third payment
of $6,990 will be budgeted in the 1990-91 Fiscal Year.
The next phase of the program will be to establish methods of reducing runoff
pollution, implementing the methods, and monitoring the results. Alameda
County has assumed the role of coordinator for the program, and the Task Force
is made up of representatives of the County and the seven cities involved.
Staff recommends that the City Council authorize a budget transfer in the
amount of $6,990 from unallocated reserves in order to make the second
installment payment to the County.

Subject: NPS Study Agreement and Payment Request
The agreement with the seven cities and Alameda County was fully
executed at a meeting of the Board of Supervisors on 17 October 1989. A
copy, certified by the Clerk of the Board, was sent to you on 23 October
1989, along with the Board Letter and minute order.
PAYMENT REQUEST
The cost to implement the study is presented in the agreement. The
agreement was to pay on a three year basis, with payments due on March 1989,
March 1990, and March 1991. We have yet to receive your payment of $6,990,
for March 1989. A payment request for 2/3 of the total payment for March
1989, and March 1990 is presently being made. For the City of Dublin, of
the total obligated amount of $20,980, a partial payment of $13,980 is
requested.
