DESCRIPTION:
Approximately one year ago, Senate Bill 140 was passed to provide for State
participation in the amount of $300 million in FY 1990-91 to be matched by
local funds on a 50% basis for use on local roads. The local funds could be
provided from the General Fund or from local sales tax (including Measure B) -
but could not be provided from Gas Tax revenue or developer contributions.
Senate Bill 300 has since been passed, superseding SB 140, and now provides
$250 million for last fiscal year and an additional $250 million for this next
fiscal year. The funding for SB 300 comes from Proposition 111, which is the
new gas tax levy.
All cities and counties are eligible to submit projects. This being the case,
it is anticipated that the $250 million spread evenly over the projects
submitted will not reach the maximum 50% matching but will probably allow
substantial contributions to submitted projects. After all the projects are
received and tallied, agencies will have the ability to withdraw projects at
will if the matching is too low to bother with. The deadline for dropping
projects is December 10, 1990.
Local jurisdictions desiring to participate in the program for this coming
fiscal year must submit applications for funds by June 30, 1990 and advertise
the projects for construction by June 30, 1992.
Staff is recommending that the City apply for funding on the following
projects for the 1990-91 program:
1) Annual Street Repair and Overlay for 1991-92 (estimated budget $471,400) .
2) Dublin Boulevard Extension and two-lane access road (preliminary estimate
$4,100,000) .
This resolution authorizes the Public Works Director to sign the application
this upcoming fiscal year, as well as for future years as the program is
extended. Staff recommends that the City Council adopt the resolution
authorizing the Public Works Director to apply for SB 300 funding for these
projects.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AUTHORIZING DIRECTOR OF PUBLIC WORKS TO SIGN APPLICATION
FOR STATE-LOCAL PARTNERSHIP FUNDS (SB 300)
WHEREAS, Senate Bill 300, a multi-year program, is funded by
Proposition 111 adopted by popular vote in June of 1990, and allocates funds
to construct locally supported transportation projects that require a minimum
of state planning review; and
WHEREAS, matching funds can be derived from various local sources_ '•
including Local Sales Tax, proposition measures, the Transportation
Development Act, Local Bonds, Assessment Districts, Uniform Developer Fees,
and the General Fund; and
WHEREAS, the City of Dublin currently has and foresees future
transportation projects that could be eligible for matching funds; and
WHEREAS, local jurisdictions desiring to participate in this
program are required to submit applications for these funds by June 30th each
year;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Dublin authorizes the Director of Public Works to sign the application for
State-Local Partnership Program Funds (SB 300) .
