Dougherty Valley and East Dublin Planning Areas

RECOMMENDATION: 1 }- Consider request

regarding the Dougherty Valley Planning Area
and East Dublin, Staff would recommend that the
Council utilize the existing San Ramon Liaison
Committee, along with the City Manager and a
representative from the Planning Department to
represent Dublin.
FINANCIAL STATEMENT: None
DESCRIPTION: The City has received a letter from the Mayor of
San Ramon (see attached) inquiring as to whether or not the City of
Dublin would-be interested in meeting with San Ramon on a regular
basis to discuss plans for the Dougherty Valley Planning Area and East
Dublin area.
If the Council is interested in such a joint meeting, Staff would
recommend that the existing liaison committee representatives be
utilized in representing the City, along with the City Manager's
Office and a representative from the Planning Department.
Also, since the progress of these General Plan studies is not
constant, Staff would suggest meeting with San Ramon on a regular
basis, only when sufficient progress on a plan had been made.

The Honorable Mayor Moffatt and Members of the Dublin City Council:
At the present time, the City of San Ramon is preparing a Specific Plan for the Dougherty
Valley area east of San Ramon. As illustrated on the attached map, the 6,000 acre
Dougherty Valley Planning Area includes the Gale Ranch, owned by Shapell Industries of
Northern California, Gumpert Ranch, owned by Windemere Ranch Partners, and the
portion of Camp Parks which is within Contra Costa County. We are aware that Dublin
is likewise involved in developing a plan for the East Dublin area. Due to the regional
significance of these plans, and the proximity of the East Dublin and Dougherty Valley
planning areas, we believe that it would be beneficial for our two cities to meet and discuss
our respective plans on a regular basis as they are developed.
San Ramon has set up a coordinating committee with the Town of Danville and Contra
Costa County which is comprised of City Council members, Planning Commissioners and
staff from Danville and San Ramon. The group meets on a monthly basis to discuss the
progress of the Specific Plan and the issues of mutual concern which arise through the
planning process. The primary objective of the monthly meetings is to open up
communication between our two communities on planning issues.
If there is interest on the part of the Dublin Council, San Ramon would be interested in
scheduling a similar type of forum with Dublin.
