Foss, City Manager " SUBJECT: Acceptance of Donation of Kolb Truck Prepared by Tegan McLane, Cultural Arts & Heritage Manager EXECUTIVE SUMMARY: CITY CLERK File #150 -70 Carol Kolb Strom has offered the City of Dublin the donation of her father's 1929 Model A Truck, a rare and valuable AA Express version, which has been carefully restored and maintained in excellent condition. The Kolb Truck was used in daily Kolb Ranch farming operations in Dublin until the 1960s. The City will use the truck in parades, at City events and as a heritage program outreach vehicle to enable a wider audience of residents and visitors to connect with Dublin's past. FINANCIAL IMPACT: Acceptance of the truck will require the addition of a modest budget of $1,490 annually for its upkeep and staff costs associated with the truck's public appearances. The cost for the remainder of the current fiscal year will be absorbed in the existing Heritage and Cultural Arts budget, and will be included on an annual basis beginning with the next budget cycle. RECOMMENDATION: Staff recommends that the City Council acknowledge, and by motion, accept Carol Kolb Strom's donation of the Kolb Truck, and thank volunteers from Henry's A's Model A Club for their ongoing assistance and advice. `Reviewed By Assistant City Manager DESCRIPTION: Carol Kolb Strom has offered the City of Dublin her father's expertly restored 1929 Ford Model A Truck (AA Express style), as a complement to the Kolb House and farm buildings previously gifted to the City of Dublin for its Heritage Park. The Kolb Truck has significant historic value to the Tri- Valley and offers some truly unique interpretive opportunities to supplement Dublin's existing heritage programs, attract visitors to Heritage Park and Museums, and expand educational offerings (Attachment 1). Page 1 of 2 ITEM NO. 3.1 The truck belonged to one of Dublin's founding families. It was purchased new in 1929 from Garibaldi Ford on Main Street in Pleasanton and remained in use as a farm vehicle until the mid- 1960s. It was used daily to deliver feed to cattle in pastures along Foothill Road and was frequently seem around the area as the Kolbs used it for weekly trips to deliver chicks and eggs to Hayward, pick up supplies in town, or visit neighboring ranches. Carol Kolb Strom and her late husband, Gene Strom, had the truck fully restored in 1997 and briefly exhibited at local car shows, but it has been garaged for several years. The restored truck has been professionally appraised by antique vehicle appraiser Edward E. Archer at $36,200, and was found to be "excellent in every way, in new condition." (Attachment 2) The City of Dublin plans to use the Kolb Truck in parades, at City events, and as a heritage outreach vehicle, visiting locations within the City of Dublin, including Dublin schools. Heritage staff is preparing interpretive materials that will help audiences better understand the truck in its historic context. Drivers will be specially trained, not only on the nuances of driving a Model A and the mechanics of making minor repairs, but also on the vehicle's history and context within the community. Drivers will wear historically appropriate clothing and may carry interpretive materials, such as farm tools, to help them tell the story of how the truck was used on the Kolb Ranch. Staff purchased a membership in Henry's A's, the Tri- Valley's Model A club. Volunteer mechanics from the club have been extremely helpful thus far, handling needed engine repairs and training City staff on driving and routine maintenance. The volunteer team is headed by long -time Pleasanton resident Ed Shannon, and also includes Dublin resident Bill Morte, Danville residents David McArthur and Rick Mahan, Livermore resident Ralph Boling and Tracy resident Roger Griffith. Whenever the truck is displayed, the driver or another trained interpreter will stay with it to answer questions and provide security. At public events, the vehicle will have a barrier around it to prevent people from climbing into or on it. Because this historic vehicle does not have modern -day turn signals, the City plans to restrict its use to daytime appearances. In accordance with antique vehicle best practices, it will also be restricted to fair weather use only. When not in use, the Kolb Truck will be housed in a secure enclosure inside the City of Dublin's Corporation Yard warehouse. NOTICING REQUIREMENTS /PUBLIC OUTREACH: None. ATTACHMENTS: 1. Kolb Truck Appraisal Page 2 of 2 Attachment 1 Program Update and Possible Incorporation of the Kolb 1929 Ford Model A Truck Executive Summa Carol Kolb Strom has offered to donate to the City of Dublin her family's 1929 Ford Model A Truck, which was integral to daily life on the Kolb Ranch for many years. This remarkably maintained working historic vehicle offers many unique opportunities to promote Dublin's history and connect to a wider community, at Heritage Park and special events, in parades and possibly as an outreach vehicle visiting Dublin schools. Staff will develop an operations policy in accordance with the level of preservation and practical use recommended for the truck. This would be incorporated in a comprehensive Heritage Vehicle Policy, Manual and Handbook, which also details operations policy for the Kolb Tractor, currently housed at the Heritage Park. The truck will be housed in a secure City facility and driven only by specially trained staff and volunteers. Staff is recommending Council accept the donation in time for the Kolb Truck can be displayed at the St. Patrick's Day Parade, March 12, 2016. The implementation of new activities and programs related the Kolb Truck will be dependent on grants and community funding. Historical Significance The Ford Model Atruck, purchased in Pleasanton by Harold W. Kolb, was used on the family farm in Dublin until the truck was retired from daily operations in the mid- 1960s. Harold and Bill Kolb used the truck to feed cattle in their pastures along Foothill Road. Carol Kolb made weekly trips to Hayward to deliver chicks or eggs, pick -up feed and to visit with neighboring farmers. Motel A FA-Up wkh Open Ueb Opportunities The Kolb Truck is iconic of Dublin's farming past and could be used to promote Dublin's story, history and identity. The vehicle is fully operational, but its top speed is 35 mph, so use would be limited to city streets within Dublin, unless trailered to an event. Kolb Ranch interpretation at the Heritage Park The Kolb Truck can be displayed throughout the year at the Heritage Park during special interpretive programs at the museums and Heritage Park special events. When publicly displayed, the Kolb Truck should be protected by a gating system and direct access to the vehicle limited to trained staff and volunteers. Examples of Heritage Park uses could include: School tours. The Kolb Truck would be brought to the Heritage Park for all school tours. The tour leader could "arrive" in the truck, talk about what the truck means to the farm ranch, and then help students explore his /her farm and town. Ranch Days interpretive programs. The Kolb Truck could be brought to the Heritage Park monthly or bi- monthly for "Ranch Day" museum hours, which could include special Kolb house tours, costumed interpretation, and hands -on farm chores. Staff is currently modifying the menu of Hands -on History activities and developing kits containing all the supplies necessary for a group to try their activities that would have been commonplace on a ranch, such as making butter, weighing eggs and peeling and pressing apples for cider. Kits can be packaged in farm crates and sacks, like those the truck would have hauled in its heyday. Support museum reinterpretation efforts. Staff is currently working to redesign certain exhibits and add a walking tour to help visitors better understand the Kolb Ranch in the context of the Dublin Crossroads. The Kolb Truck can help visitors better understand the importance of the Crossroads for the Kolb family and other ranchers of the Tri- Valley's rural past. Staff is seeking also grant funding to expand signage and add outdoor exhibits to interpret the barn area. The Kolb Truck could be used to enhance these new outdoor exhibits. Active Outreach Vehicle As a working vehicle, the Kolb Truck also has the potential to serve as an active outreach vehicle for off -site interpretive educational presentations around Dublin and the region. This will allow the City to take the hands -on Dublin Heritage activities on the road, bringing Dublin history to schools and other groups outside the Heritage Park. Prior to use as an outreach vehicle, the Kolb Truck would need to be outfitted with a customized bed - liner, locking system, cabinetry, and storage racks for smooth movement of educational program kits. Examples of outreach uses include: Educational outreach: Use the Kolb Truck as the Dublin Heritage Mobile Museum. Travel locally to libraries, schools, parks, and other venues, with interpreters dressed in 1938 -1958 denim farm wear and period supplies. Certain Hands -on History kits could easily be transported in the truck and used as activities at the outreach site. Cooperative programs with other museums: Link Dublin's three museums by having the truck and its associated educational programs travel between the museums. Develop exhibit bays (special parking space, or carport, or garage door entry ramp, etc.) at the places within the community for the Kolb truck to make regular or special appearances. Parades and special events: Drive the truck as part of Dublin events such as the St. Patrick's Parade, and display at City events such as Splatter and the Farmer's Market Series. The Kolb Truck could be used to represent and promote the City of Dublin at selected regional events. Attachment 2 APPRAISAL REPORT COMPLETE APPRAISAL PROCEDURE PERFORMED BY EDWARD E. ARCHER APPRAISAL ANALYSIS PURPOSE - The following Appraisal Report has been undertaken to determine Fair Market Value of the motor vehicle described herein. FAIR MARKET VALUE DEFINED - Fair Market Value is the price that the vehicle in question would sell for on the open market. (A place in which this type vehicle is most commonly sold to the public at retail) It is the price that would be agreed on by a willing buyer and willing seller with neither being under any compulsion to buy or sell and both having reasonable knowledge of the relevant facts and given a reasonable amount of time to complete the transaction. METHODOLOGY - After carefully examining the vehicle in question, these are the considerations that were made in the specific determination of the dollar amount of value: overall condition of the vehicle; equipment options; mileage; cosmetics; rarity and desirability; current market condition; comparables in the marketplace. NOTE: Motor vehicles by nature of their design leave no avenues less than a disassembly to ascertain exacting mechanical condition information for Appraisal purposes. For obvious reasons the accepted method of examination is used herein and is based on the typical buyer format ie. visual examination, test drive, listening for foreign noises and testimony from the vehicle owner or owners agent. All statements from persons polled for information regarding the vehicle appraised in this report are carefully evaluated and not necessarily accepted as fact. VEHICLE CONDITION RATING SYMBOLS EXPLAINED Explanations of the symbols used in the accompanying Appraisal representing vehicle condition values can be explained as follows: NUMBERS: 91 - Excellent in every way; in new condition. #2 - Very Good, showing minimal wear or quality of restoration workmanship not quite perfect. #3 - Good, showing considerable wear but still very serviceable or restoration workmanship of amateur quality and or incorrectly done. #4 - Fair, showing excessive wear, in need of repair. #5 - Poor, badly neglected or damaged, in need of major repair or replacement. PLUS OR MINUS (+ -) A plus following a number indicates that the condition is a Little better than the number that it follows and a minus indicates the condition to be a little worse. (A 1+ indicates the condition to be better than factory new or "over restored ".) LETTERS: M - missing part or parts D - dented or bent R - rusty or rust pitted X - rust out Y - modified Z - incorrect; non authentic OK instead of a numerical rating indicates that the item in question is functioning properly but exacting condition is not determinable. 2 APPRAISER QUALIFICATIONS Vehicle Appraiser since 1959.
