1 . Why do you wish to be on. the City Council? I wish to play a decision-
making part in my home city's future.
2 . What has been your involvement in Dublin community activities?
(See Resume) : Charter Member of Dublin Jay-Cees & Dublin Historical Association.
Youth Activities : One of founders of Dublin Youth Basketball , past president.
Current President of Tri-Valley Softball League (Men , Women & Co-Ed)
3 . What is your knowledge of or experience in municipal activities?
Previous 20 years of experience working for Municipal governments in most all aspects.
4 . What do you think are the major concerns of Dublin residents
regarding future planning?
The future design of traffic patterns and controls. The maintenance of open space
and recreational areas.
5 . How do you perceive Dublin' s future growth?
I perceive Dublin 's future growth to be orderly, but at a slower pace than in the past.
Curbs on the proliferation of fast food & other transient-serving businesses.
6 . What should the. City of Dublin' s position be regarding areawide
growth?
The City of Dublin must grow, but at an orderly pace. :lithout growth , there is stag-
nation. The City must continue to play an active, vital , leading role in area planning
within our sphere of influence.
7 . What type of housing do we need in our City?
I believe our #1 priority is affordable housing for.our. young people just starting out
in the homemaking experience. There should be an amalgam of single family housing
coupled with apartment complexes, all to be provided with adequate parking & open space.
8 . What, if anything, should be done about Dublin' s business district?
The sign ordinances must be fair and clearly defined and enforced to keep down any
slum-like appearances. Common areas must be maintained in a clean manner. Let the
private sector determine future usages commensurate with Zoning Code parameters .
9 . What should the City Council demand of developers, if anything, in
future developments?
Adequate recreation areas , off-street parking with in-lieu fees for fire prevention
and school services.
10 . In your view, what do you believe your relationship as a City
Councilmember should be to the public? Other Councilmembers?
City Manager? City Employees?
A City Councilmember must be responsive to all constituents , remembering, however, that
City Employees should be communicated with through the position of City Manager. A fair,
reasonable manner respectful of other persons opinions must also be maintained.
11 . What is your view of providing services to the community and the
financing of those services? What additional services, if any, do
you believe should be provided to the community?
City government should assist, not rule. Public Safety Services must be provided &
finances from public funds. If future needs dictate, possibly some type of public
transit should be provided. Expansion into youth recreational services is needed.
12 . What do you feel is the most important contribution you can make
as a member of the City Council?
An open, reasonable mind. Being able to put aside any personal biases and make rational
decisions based on the greater good for the greater number. I have the ability to
look at long-term goals and not acquiesce to pressure to satisfy an inadequate short-
term goal .

1 . Why do you wish to be on the City Council? I' want to be. on the
City Council because I: want to use. my time and energy to be a part of
the decision making process of this community. For the last year and
a half, I have kept abreast of they issues that have arisen.
2 . What has been your involvement in Dublin community activities?
My involvement- in community activities has been with soccer, Lion's
.Club, my church, and Tri-Valley Community Fund. '
3 . . What is your knowledge of or experience in municipal activities?
My experience in municipal activities has been with DUMAC, Parks and
Recreation Committee and ACAP.
4 . What do you think are the major concerns of Dublin residents
regarding future planning?
Dublin residents are concerned with consistency - residential and
• business balance trying to maintain atmosphere conducive to business.

Much. of Dublin's future growth will be affected and determined by
LAFCO.

growth? .
The City of 'Dublin' s position in regard to areawide growth should he
one of alertness. We should take advantage of rapid and excessive
growth_ in surrounding areas.

1. WHY DO YOU WISH TO BE ON THE CITY COUNCIL?
To continue fulfilling a stated objective and an obligation to Dublin
residents by being a part of Dublin's municipal government providing the
maximum services and benefits from generated taxes and to represent
the residents at local, county and state municipal affairs when
necessary. •
2. WHAT HAS BEEN YOUR INVOLVEMENT IN DUBLIN COMMUNITY
ACTIVITIES?
Active membership at Valley Christian Center Church; participation in
Community Talent Show (1971); Girl Scout parent - helper; presented
two (2) daughters in two "Maid of Dublin" pagents; soccer
parent/helper/player; participant in 1976 Bi-Centennial Celebration;
member of Dublin Municipal Advisory Committee.
3. WHAT IS YOUR KNOWLEDGE OF OR EXPERIENCE IN MUNICIPAL
ACTIVITIES?
I have knowledge of and some experience in ordinances and resolutions;
policy formulation; development of policy alternatives; decisions based
on Federal, State and County legislation and relationships; usage of tax
revenues; black grant funding and loans; establishment of special.
districts; adoption of a General Plan; land use regulations; flood control;
law enforcement; enacting . into law various legislation; appointing
various citizen committees; decisions on suits filed by citizens; and
delegation of most administrative actions to staff. •
4. WHAT DO YOU THINK ARE THE MAJOR CONCERNS OF DUBLIN
RESIDENTS REGARDING FUTURE PLANNING?
Housing, recreation, increased taxation, poor communication between
city officials and residents, traffic circulation, slow beautification
program, local jobs.
5. HOW DO YOU PERCEIVE DUBLIN'S FUTURE GROWTH?
Slow but with determined efforts to keep Dublin as close to status-quo
• as possible, i.e., quiet, large, spacious, luxury.: homes .and small
businesses. Generally speaking, most residents are apathetic about city
• development until '.their immediate lives are affected by certain
developments.
6. WHAT SHOULD THE CITY OF DUBLIN'S POSITION BE REGARDING
AREAWIDE GROWTH?
When LAFCO determines the sphere of influence for Dublin, the City
Council and Planning Commission must carefully plan the development
of these areas to give the balanced mix (i.e., types of housing, zoning,
commercial and city-owned properties) that a small city needs. .

7. WHAT TYPE OF HOUSING DO WE NEED IN OUR CITY?
Apartments, affordable housing, luxury homes and condominiums.
Current development includes some of the aforementioned, but not all.
8. WHAT, IF ANYTHING, SHOULD BE DONE ABOUT DUBLIN'S BUSINESS
DISTRICT?
Suggest suitable tenants for vacant buildings and offices. Decrease
permits for fast food places. Try to establish a better communication
system between the business district and the city. Establish a better
system of monitoring and controlling new establishments in the city.
9. WHAT SHOULD THE CITY COUNCIL DEMAND OF DEVELOPERS, IF
ANYTHING, IN FUTURE DEVELOPMENTS?
Involve the city before they expend monies on development, i.e., inquire
about zoning or finance, needs and desires of the city, available sewer --
permits, etc. These inquiries would eliminate some of the complaints
received from some developers, i.e., we have put too much money into
the project to find out we can't do this or that, inflation has driven
building costs up since our plan was formulated, therefore, we have to
modify our plans, etc.
10. IN YOUR VIEW, WHAT DO YOU BELIEVE YOUR RELATIONSHIP;AS A
CITY COUNCILMEMBER SHOULD BE TO THE PUBLIC? OTHER!
CONCILMEMBERS? CITY MANAGER? CITY EMPLOYEES?
To the Public - my ability to listen, evaluate, analyze and give feedback
to their requests and opinions. To other Councilmembers - the same as
to the public and my support when in agreement, if not in agreement, my
respect for their individual . opinions. To the City Manager - the
fulfillment of my responsibility along with my commitment to the City.
• To City Employees - respect, courtesy and help in understanding where
it's needed.
11. WHAT IS YOUR VIEW OF PROVIDING SERVICES TO THE COMMUNITY
AND THE FINANCING OF THOSE SERVICES? WHAT ADDITIONAL
SERVICES, IF ANY, DO YOU BELIEVE SHOULD BE PROVIDED TO
THE COMMUNITY?
Incorporation platforms promised better services, direct liaison with city '
government and no excess taxation. Our tax revenues_should'be returned
to the residents in the form of more and better services. A city hall
should be built, housing all city offices with extra meeting rooms where
non-profit organizations could hold meetings with little or no cost.
12. WHAT DO YOU FEEL IS THE MOST IMPORTANT CONTRIBUTION YOU
CAN MAKE AS A MEMBER OF THE CITY COUNCIL?
My desire to know more about city government and to serve the City of
Dublin will cause me to do much research on the issues that are brought
before the Council - thereby causing me to contribute current, detailed
information where possible.
