HomeMy WebLinkAbout4.09 MAD 86-1 PrepEngRpt - }. • CITY OF DUBLIN • AGENDA -STATEMENT City Council Meeting Date: April 10, 1989 SUBJECT: Landscaping and Lighting Maintenance Assessment District No. 86-1 (Tract 5511) (Report by Public Works Director Lee Thompson) EXHIBITS ATTACHED: Resolution RECOMMENDATION: %,l`�' Adopt Resolution directing the preparation of the Annual Report for the Landscaping and Lighting District No. 86-1. • FINANCIAL STATEMENT: Preliminary estimated 1989-90 budget engineering cost is $2,000 to be paid through the Maintenance District. DESCRIPTION: • As part of the review and approval of the 145-unit single family development ' (Village VI) and the other, multi-family Villages, certain landscaping and open space maintenance was made a condition of approval. This maintenance assessment district provides funds for this work. The City Council approved formation of this District on November 10, 1986, with the initial assessment for the 1987-88 tax year. The County Assessor collects these monies for the City for the maintenance of landscaping and irrigation systems, right-of-way fencing, walls and entrance signs, trash removal, and maintenance of the two open space lots (firebreaks, weed abatement, slope drainage, and -slope stability repair) . The open space parcel maintenance will be charged to the District for three years. only, similar to the agreement made for Tract 4719. The District's boundaries now include all of Tract 5511. The City has received a request to annex Villages IV and V, which would increase the Scope of Work to include maintenance of. • landscaping along Dougherty Road north ,of Willow Creek Road and on the creek side of Fall Creek Road. Adoption of this Resolution will begin the process for the annual landscape maintenance report and assessment spread for this District for Fiscal Year 1989-90. • • • ITEM NO. COPIES TO: '""'��, �" � RESOLUTION NO. -89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN DIRECTING PREPARATION OF ANNUAL REPORT FOR LANDSCAPING AND LIGHTING DISTRICT NO. 86-1 WHEREAS, on November 10, 1986, by its Resolution No. 128-86, the City Council initiated proceedings and by Resolution No. 129-86, it ordered formation of Landscaping and Lighting District No. 86-1 (the "District") pursuant to the provisions of the Landscaping and Lighting Act of 1972 (commencing at Section 22500 of the California Streets and Highways Code) (hereinafter "the Act") ; and WHEREAS, Sections 22620 et seq. of the Act provide for the levy of annual assessments after formation of •the District; and WHEREAS, within said District, the existing and proposed improvements and any substantial changes proposed to be made to the existing improvements are generally as described on Exhibit A attached hereto and hereby made a part hereof; NOW, THEREFORE, BE IT RESOLVED that the Dublin City Council does hereby designate the Dublin City Engineer as Engineer for purposes of preparing and filing with the Clerk a written report in accordance with Section 22565 et seq. of the Act; said Engineer is hereby directed to apportion said assessments in accordance to the benefits received from said improvements by the lots, pieces and parcels of land within the District, and said Engineer is hereby directed to accomplish such preparation and filing forthwith. AYES: NOES: ABSENT: Mayor ATTEST: City Clerk EXHIBIT "A" SCOPE OF WORK The maintenance of landscaping and associated structures, as delineated on plans prepared by Guzzardo and Associates, Landscape Architects, on file with the City of Dublin, including weeding, fertilizing, pruning and plant replacement; the operation of irrigation systems including payment for the cost of water and power utilities; the maintenance of right-of-way fencing, walls, and entrance signs, trash removal on streets, maintenance of open space including firebreaks, weed abatement, and slope drainage facilities.
