The bid for the automatic doors portion of the project is within funds budgeted for construction; however,
the outdoor electrical upgrade portion exceeds the budget. Since two different funding sources are
identified, it is necessary to request an additional appropriation from the Internal Service Fund for the
outdoor electrical project only in order to award the bid. Staff recommends adding a 10% contingency for
a total appropriation request of $4,818.
DESCRIPTION: This contract combines two projects. The Automatic Door project
would convert two existing sets of entrance doors, one in the Administrative Wing and one in the Police
Wing, for actuated operation. It is proposed to retrofit these sets of doors to operate either manually or by
means of a pushbutton. The proposed door opening devices meet the criteria of the Americans With
Disabilities Act (ADA) and all other applicable codes. While automatic doors are not required by ADA,
provision of the door opening devices would improve accessibility to the Civic Center for disabled
persons.

The outdoor electrical upgrade would renovate the site lighting in the lawn area and provide additional
circuits for electrical outlets in the area of the Civic Center plaza. The additional outlets would support
the lighted holiday tree as well as events that are held in the plaza area such as the summer concert series.
Three bids were received for this project. The low bidder is Morgan Electric with a total bid of $30,501.
As noted in the Financial Statement above, the bid for the outdoor electrical upgrade portion of the work
exceeds funds budgeted for the project. It is recommended that a 10% contingency be added and an
additional appropriation from the Intemat Service Fund in the amount of$4,818 be approved for the
outdoor electrical portion of the work.
Staff is familiar with the low bidder's work and recommends that the City Council (1) approve the budget
change and (2) adopt the resolution awarding Contract 01-01 to the low bidder.
