IX. Vesting Tentative Map
The actions anticipated under this section will subdivide the property into three parcels and modify
one offsite parcel. One parcel contains the IKEA project site and a second parcel the Opus project
site. lhe entry drive shared by IKEA Area B (Opus) is a third parcel. The existing parcel north of
Martinetli Drive is modified to reflect an additional land dedication for road construction and
adjustment of the location of mid-block traffic signal. These actions are a part of the overall
planning approvals application for the project.
In addition to the conditions of the Vesting Tentative Map reciprocal access between the Area B
developer (Opus) and IKEA shall be accommodated. Codes, Covenants and Restrictions (CC ~t R's)
shall be executed to permit cross access and parking to occur between sites and uses.
Pursuant to the Permit Streamlining Act, in particular Government Code section 65943(a), this
package and the attached materials constitute an application for a development permit.
Pursuant to Government Code section 66456.1, IKEA Property, Inc (Subdivider) hereby provides
notice that Subdivider intends to file multiple final maps on the Vesting Tentative Map. Subdivider
will subsequently coordinate with the City regarding the number and configuration of these multiple
final maps. The use of multiple final maps also invokes the provisions of Government Code section
66452.(a)(1 ), which provides that each filing of a multiple final map extends the expiration of the
Vesting Tentative Map.
The fo[Lowing paragraphs address each of the requests in the Written Statement section of the City
of Dublin application requirements for a Tentative Map submittal. Most of the questions posed are
answered in the preceding Project Reference, Genera[ Plan Amendment / Specific Plan
Amendment, PD Zoning or Site Design Review sections of this application. Wherever possible the
answers are crossed referenced to those sections.
That the proposed map and design or improvement of the proposed subdivision is
consistent with applicable general and any applicable specific plans.
The Project proposes changes to the General Plan as discussed in the General Plan Amendment
/ Specific Plan Amendment section of this application. When the proposed changes are adopted
the Project will be fully compatible with att elements of the General Plan.

That the site is physically suitable for the type and density of development.
The site is located near major traffic circulation routes, former warehousing uses have been
completely cleared from the site and there are no known environmental impediments to
development. The site is suitable for the type and intensity of development proposed.
That the design of the subdivision or proposed improvements are not likely to
cause substantial environmental damage or substantially injure fish or wildlife or
their habitat.
Please see the description of the existing environmental conditions on the site contained in
paragraph A4 of the Project Reference section of this application. This Project is not likely to
cause environmental damage or injury to any fish or wildlife or their habitats
That the design of the subdivision or type of improvements is not likely to cause
serious public health problems.
The improvements proposed in this Vesting Tentative Map have been designed such that there
should be no concern regarding any sort of public health problem.
That the design of the subdivision or type of improvements will not conflict with
easements, acquired by the public at large, for access through or use, of property
within the proposed subdivision.
One existing storm drainage easement is abandoned and an overhead electrical easement is
converted to an underground easement in the proposed map. In addiUon new access and
drainage easements and / or CC&R's will ensure long term rights for the Opus (Area B) parcel.
The statement shall also indicate whether the project is located on a hazardous
waste and substances site (pursuant to Government Code Section 2.65962.5). If
the site is included on a list of hazardous waste and substance sites, the list shall
be specified on the statement.
A Phase 1 environmental site assessment report is attached. This report indicates that there is
nothing present on the site which would indicate the need to do Phase 2 studies. The authors of
the Phase 1 environmental site assessment do however note that the site should be monitored
during construction to verify these findings.

1. Legal Description
Legal description for this Vesting Tentative Map is attached in Section IX, Vestin.~ Tentative
Maps, which is also a part of this application.
2. Vicinity Map
A vicinity map is provided on the first page of the Section I, Project Reference, and on the cover
sheet of the drawing set, which are a[so parts of this application.
3. Site Photographs
An aeria[ view of the site and keyed site color photographs are provided in Section VI, Site
Photo.~raphs, of this Submittal. One, [arge-scale, overhead aerial photograph is attached to this
application package. Further a reduce copy of this aerial photograph is included fol(owing the
fina( page of this section.
4. Traffic Data
The Project traffic report has been prepared by Fehr Et Peers Associates, Inc and is submitted
under a separate cover.
5. Title Report
A current title report covering the existing parcel is provided in Appendix A to this submittal.
6. Public Notice Materials
The required public notice materials are provided in Appendix B to this submittal
7. Phase 1 Environmental Site Assessment
A Phase 1 environmental site assessment report is provided in Appendix D to this submittal
Soils Report
Soils (geotechnical) reports for both the Vesting Tentative Map and the Area B parcels are
provided in Appendix E to this submittal.
