EXECUTIVE SUMMARY:
The Applicant has requested approval of a Site Development Review Permit to allow the
construction of a 2,754 square foot addition, façade modifications and related site improvements
to the Dublin Infiniti dealership (former Kia Dealership) located at 4300 John Monego Court. The
project will remain consistent with the existing Conditional Use Permit, which allows the Infiniti
Dealership to operate an Automobile/Vehicle Sales and Service Use type in the PD (Planned
Development) Zoning District.
RECOMMENDATION:
Staff recommends that the Planning Commission: 1) Receive Staff presentation; 2) Open the
public hearing; 3) Take testimony from the Applicant and the public; 4) Close the public hearing
and deliberate; and 5) Adopt a Resolution approving a Site Development Review Permit for a
2,754 square foot addition, façade modifications and related site improvements to the Dublin
Infiniti Dealership located at 4300 John Monego Court.

Project History
In 1998, the City Council approved a Planned Development (PD) Zoning District for the entire
General Motors Auto Mall site, which is comprised of three (3) parcels (Parcels A, B, and C) on
nearly 13.5 acres. The PD allowed development of up to 120,902 square feet of building area
across the three parcels.
In 2000, the City Council approved an amendment to the PD that realigned the three parcels and
reassigned building densities. There was no net change in the allowable building area for the GM
Auto Mall, just some adjustments to the amount of development that takes place on each parcel.
In 2003, the Planning Commission approved a Conditional Use Permit to amend the
Development Plan to again transfer densities across Parcels A, B and C. The PD amendment
allowed a maximum of 23,108 square feet of development on Parcel B. The Planning
Commission also approved a Site Development Review Permit to allow the expansion of the
Dublin Buick Pontiac GMC dealership and construction of a 23,108 square foot building on
Parcel B (PA 03-053). The Site Development Review Permit expired and property owners did
not proceed with the expansion of Dublin Buick Pontiac GMC.
In 2005, the Planning Commission approved a Conditional Use Permit and Lot Line Adjustment
to amend the Planned Development to modify the size of parcels A, B, and C in the General
Motors Auto Mall Development Plan (PA 04-041). As a result of this amendment, the subject
site (Parcel B) became 3.79 acres.

In 2011 , the Planning Commission approved a Site Development Review Permit and
Conditional Use Permit to allow construction and operation of an approximately 14,720 square
foot automobile dealership (Kia) on Parcel B located at 4300 John Monego Court (PLPA-2011-
00008). Construction of the dealership building was completed and the Kia Dealership operated
at the project site for several years.
In 2013, the Planning Commission approved a Conditional Use Permit to amend the PD for the
General Motors Auto Mall to transfer available square footage from Parcel C to Parcels A & B
and to allow an additional automotive dealership (Fiat) to operate on Parcel B. The application
also included a Site Development Review Permit to construct a 13,130 square foot automobile
dealership on Parcel B (PLPA-2012-00057). The Site Development Review Permit expired and
property owner did not proceed with the construction of the Fiat Dealership.
Project Description
The Kia Dealership is relocating to another location in Dublin and the Applicant has opened an
Infiniti Dealership in its place. However, the Applicant would like to remodel the façade in
keeping with the Infiniti brand and expand the building. The Applicant is currently requesting
approval of a Site Development Review Permit to allow the construction of a 2,754 square foot
addition, façade modifications and related site improvements to the Dublin Infiniti dealership
located at 4300 John Monego Court.
ANALYSIS:
The project site has existing improvements, which include the dealership sales and service
building and related site improvements including parking, circulation and landscape
improvements. The Applicant is proposing minor site modifications to accommodate the building
addition.
Site Layout
The existing dealership building is located in the southeastern portion of the project site. Access
to the site is provided from two existing driveways on John Monego Court. There are two
existing vehicular access points on the northern and southern portions of the site, which connect
the project site to the dealerships that are located to the north and south. Existing tandem
vehicle display parking exists along the frontage to John Monego Court. The vehicle display
area is separated from the sidewalk by ten feet of landscape area. These spaces are for display
vehicles and are not be used by customers.
The western portion of the site will continue to be used primarily for vehicle inventory (Exhibit A
of Attachment 1, Sheet S1). There is an existing 6 foot tall black chain link fence in the western
portion of the site. The purpose of the fence is to prevent customers from accessing the
inventory lot. This fence will be shifted west 15'10" to accommodate the addition to the service
area. The existing trash enclosure is located just west of the existing dealership and is being
demolished to accommodate the addition to the service area. The trash enclosure will be
relocated slightly northwest of the dealership building.
Customer parking stalls are provided in front of the showroom building. Employee parking is
provided west of the service area. In-service parking stalls are provided west and north of the
service bays. The in-service parking stalls will be utilized by the service department as a
designated area to store cars that have already been serviced and have not yet been picked up,
in addition to cars that are waiting to be serviced. An analysis of the parking requirements for
the dealership is provided in the parking section below.

Parking
Parking requirements for the proposed dealership are regulated by the City of Dublin Zoning
Ordinance (Section 8.76.080.D). The parking requirements for the project are the sum of the
different uses. The following tables illustrate the number of parking stalls that are required to
support the proposed facility.

As shown on the above table, a total of 39 parking spaces are required by the Zoning
Ordinance.
The Applicant is proposing to provide 306 parking spaces on the site, which does not include
the cars on the display pad in front of the building. Of these stalls, 52 parking stalls will be
designated for employees, visitors and service vehicles. The remaining spaces will be used for
display and inventory parking.
Building Addition
The Applicant is proposing a 2,754 square foot addition to the existing 14,729 square foot
dealership building. The addition consists of 834 square feet to the sales area and 1,920 square
feet to the service area. The addition to the sales portion of the building is on the east elevation
and will be visible from John Monego Court. The addition to the service portion of the building is
on the western elevation. Please refer to Exhibit A of Attachment 1 , Sheet S1 for the locations of
the proposed additions.
Architecture
Overall the proposed building design is modern, with extensive glass glazing on the front
elevation and simple lines. The building will feature a variety of materials including storefront
glass, aluminum composite panels, stucco and concrete masonry block. The existing dealership
building (Kia) has a maximum height of 26 feet. The proposed façade modifications will result in
a height increase of up to 8 feet. The building will be 34 feet at its tallest point. A color and
material board will be available for review during the Planning Commission meeting. Please
refer to Exhibit A of Attachment 1 , Sheets A2 & A3 for colored elevations.
The main entrance to the building faces east and is oriented towards John Monego Court. This
elevation has extensive storefront glass. The storefront glass includes a white opaque
suspended glazing system and clear glass glazing system. The east elevation is set back more
than 100 feet from the property line. Although visible on this elevation, the car delivery is set
back from the main wall of the elevation. The front elevation includes a gentle arc. The building
height increases 6 feet from one end to the other and is 34 feet at its tallest point.
The north elevation includes glass storefront, cream stucco with score lines and concrete block
painted to match the stucco. In addition, there are six roll-up doors on the north elevation (4 are

existing and 2 are proposed as part of the addition), which are not on the primary building plane.
The south elevation includes cream stucco and aluminum composite panels with an aluminum
finish. The south elevation features the service reception and has five roll-up doors (4 are
existing and 1 is proposed). The north and south elevations face the adjacent dealerships.
These elevations have limited visibility from the public right-of-way and serve a more functional
purpose for the dealership.
The west elevation consists of cream stucco. This elevation faces Tassajara Creek and is not
visible from the public right-of-way.
A Planning Commission Resolution approving a Site Development Review Permit to allow the
construction of a 2,754 square foot addition, façade modifications and related site improvements
to the Dublin Infiniti dealership located at 4300 John Monego Court is included as Attachment 1 .
CONSISTENCY WITH THE GENERAL PLAN AND ZONING ORDINANCE:
Auto uses are consistent with the site's General Commercial General Plan land use designation.
The proposed project is consistent with the Community Design and Sustainability Element in
that the project includes a variety of materials which will create dimension and visual interest.
Auto uses are conditionally permitted in the PD zoning district and there is an existing
Conditional Use Permit for the project site. The PD also includes development capacity within
the three parcels of the General Motors Auto Mall and there is adequate development potential
on the project site to support the addition to the building.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
In accordance with State law, a Public Notice was mailed to all property owners and occupants
within 300 feet of the proposed Project. A Public Notice was also published in the East Valley
Times and posted at several locations throughout the City. To date, the City has received no
objections from surrounding property owners regarding the Project.
ENVIRONMENTAL REVIEW:
The California Environmental Quality Act (CEQA), together with the State Guidelines and City
Environmental Regulations require that certain projects be reviewed for environmental impacts
and when applicable, environmental documents prepared. Staff is recommending that the
Planning Commission find this project exempt from CEQA pursuant to Section 15301(e)(2)
(Existing Facilities) because, 1) the project is an addition to an existing structure and the
addition is less than 10,000 square feet in size; 2) the project is in an area where all public
services and facilities are available to allow for maximum development permissible in the
General Plan; and 3) the area in which the project is located is not environmentally sensitive.
