Thompson, Public Works Director EXHIBITS ATTACHED: 1) Resolution 2) Grant Deed 3) Location Map `EECO1VIE IENDATION: Adopt resolution FINANCIAL STATEMENT: The City will receive $552,250 in local match credit toward its agreed share of the I-580/1-680 interchange improvement cost in exchange for the roadway parcel. DESCRIPTION: In 1995,Enea Properties (St. Michael Investments) deeded to the City the right of way for a portion of the"parallel road"which is to be constructed as part of the I-580/1-680 interchange improvements. This land was deeded in a settlement of a lawsuit regarding traffic mitigation for the Enea Plaza Shopping Center. In May of 1997, the City Council approved an agreement with the Alameda County Transportation Authority (ACTA)which provides for the City's"fair share" contribution toward the interchange improvements ($2,043,560). Under this agreement, the"parallel road" parcel is to be deeded to Caltrans, and its appraised value is to be considered a contribution toward the total amount. This appraised value, per an appraisal conducted by Alameda County's Real Estate Department, is $552,250. The estimated value at the time of the ACTA agreement was $452,153. Once Caltrans completes the project, the right of way and improvements will be turned over to Dublin for maintenance as a public street. Staff believes that the appraised value of the property is reasonable and recommends that the City Council adopt the resolution approving the grant deed conveying the property to the State of California and authorizing the Mayor to execute the deed.
