Update on Summer Road Construction Projects

The City Council will receive a status update of upcoming summer road construction projects.

DESCRIPTION:
Roadway construction is typically planned to occur during summer months in order to take
advantage of warmer and drier weather. This is particularly important for projects which include
asphalt paving, asphalt maintenance, and for construction activities near storm drain channels
and natural drainage swales. Several City construction projects are planned to begin during the
summer of 2016, a few of which are significant in size and will be visible to the community.
The three largest, and most important, road construction projects that will begin this summer
are:
Moller Creek Culvert Replacement
Tassajara Road Overlay
Dougherty Road Improvements
Moller Creek Culvert Replacement (Moller Ranch Subdivision)
On Monday, May 2, 2016, Tassajara Road will be closed to all traffic north of Fallon Road.
Camino Tassajara will be closed, except for local access, at Windemere Parkway in Contra

Costa County. The road closure is necessary in order to replace an existing nine-foot (9’)
diameter corrugated metal pipe culvert with a new eighteen-foot (18’) diameter steel pipe
culvert. The construction schedule anticipates the road closure lasting to December 1, 2016, or
closure duration of seven months. Signs advising the public of the pending construction will be
placed in advance of the closure. Also project newsletters, email, and the City website will be
used to provide information to nearby property owners, interested parties, and the general
public.
The culvert project is part of the Moller Ranch/Moller Creek Culvert Replacement Project. The
City Council approved the Moller Ranch subdivision in late 2012. The subdivision includes the
development of up to 382 single-family detached units on approximately 80 acres of the 226-
acre Moller Ranch property. The culvert replacement was included as a required subdivision
frontage improvement. Toll Brothers is the subdivision developer and their contractor will be
constructing the culvert replacement.
In general, construction activity will include:
Construction signs (in advance of the May 2 closure date)
Concrete barriers (K-rail), barricades, and fencing to secure work area
DSRSD temporary water line installation & relocation of existing line
Roadway excavation and existing culvert removal
New culvert installation and trench backfill
Concrete head wall construction
Utility installation (water, recycled water, sewer, storm drain, and joint trench)
Curb, gutter, asphalt paving, and striping
Construction activity will occur Monday through Saturday and will include extended work hours
(10 hours/day) to help the project stay on schedule. The schedule includes approximately two
weeks of contingency time, in the event that there are any weather delays. Public Works Staff
will work with the developer and contractor to ensure that the project stays on schedule.
Outreach Efforts
The construction and associated road closure, has included and will continue to include
significant outreach and coordination effort with neighboring agencies. Contra Costa County,
San Ramon, and Danville have been consulted regarding the closure and have issued permits
for the placement of construction advisory signs and closure of the roadway. Alameda County
Fire Department and the San Ramon Valley Fire Protection District have coordinated mutual
assistance efforts regarding emergency response once the road is closed. Staff has also
compiled a list of affected parties and interested parties, who will receive email and other
notifications about the project.
The project will include the installation of electronic messaging signs in advance of the road
closure. The signs will inform the traveling public of the upcoming closure date. The City has

The City Council has regularly approved annual pavement maintenance projects as part of the
City’s Capital Improvement Program. The projects traditionally have included one annual slurry
seal project and one annual pavement overlay project, with funding provided by State Gas Tax
and Measure B Sales Tax. The projects help protect the substantial public investment roadway
assets.
In the summer of 2016, Public Works Staff is preparing a single overlay project for Tassajara
Road between I-580 and North Dublin Ranch Road, which is a distance of approximately 1.2
miles. The project will construct a 2-inch thick rubberized asphalt overlay of the predominantly
six-lane street. In addition to the overlay to restore the aged pavement surface, Public Works
Staff is proposing this overlay take advantage of the traffic reduction due to the road closure
associated with the Moller Creek Culvert project. Bids for the project are planned to be received
in May with construction starting sometime in July. The pavement area of the project is such
that the estimated construction cost is $2.2M, which exceeds the combined construction budget
of both the annual overlay and annual slurry projects. Staff will propose a budget change to
bring additional funding from Measure B or Gas Tax into the project budget in order for the
project to be awarded and for construction to be completed.
In addition to the overlay, the project will include “dig-outs” of failed asphalt and construction of
road base repairs to ensure the overlay is being placed on a competent surface. Construction
includes installation of new pavement striping, which is removed before the asphalt overlay is
placed, and installation of new traffic signal detectors. Finally, the project will include
accessibility upgrades and new handicap curb ramps at almost all intersections.
Outreach Efforts

in some travel delays. At times, intersecting streets and driveways will be temporarily closed to
allow for construction at those specific locations. At those times, notices and signs will be
placed to inform residents, customers, and visitors of alternative routes. Finally, as construction
approaches, the City website will be updated to include project information and contact
information should the public have questions
Dougherty Road Improvements (City CIP No. ST0911)
The Dougherty Road Improvements project will complete the construction of Dougherty Road
from Sierra Lane to the north City limit. The project will implement the City of Dublin Complete
Streets Policy by providing for safe and convenient travel for all users, including pedestrians,
bicyclists, buses, and motorists. The project will widen Dougherty Road to six lanes, with on-
street bike lanes, raised landscaped medians, bioretention planters, and bus stops. The project
will also overlay the existing pavement, install new pavement markings, upgrade traffic signals,
and replace existing curb ramps to comply with current Americans with Disabilities Act (ADA)
standards.
On February 16, 2016, City Council approved the plans and specifications and authorized the
project for bidding. Bids are scheduled to be opened on April 26, which will be followed by
consideration of award of bid in May, and if awarded, project construction would start in the
June/July timeframe. Construction duration is planned for 16 months.

The engineer’s estimate for construction is approximately $14.6 million, and the overall project
budget is $23 million, which included right-of-way acquisition, purchase of mitigation land,
regulatory permits, design, administration, and other costs. Construction of the project was
contingent upon receipt of additional funding and on March 24, 2016, the Alameda County
Transportation Commission approved Measure BB allocation of $11.2 million for the project in
Fiscal Year 2015-16. This is in addition to $6.27 million of previously programmed Measure B
funding, which illustrates the importance of Dougherty Road to the greater Tri-Valley region.
Construction duration is set at 465 calendar days, or approximately 16 months, in the project
specification. The plans and specifications were developed to provide for phased construction,
in order to safely deliver the project and to maintain traffic. The first phase of construction will
include widening the roadway with new asphalt, curb, and gutter on the east side of Dougherty
Road. This will allow for traffic to be maintained on the existing pavement (west side). Upon
completion of the new roadway section, traffic will be moved to the east side, to allow the
contractor to construct the raised landscape median and repair existing damaged pavement.
During construction there will be times where travel lanes will be closed, however at no time will
the road be closed to two-way traffic.
