HomeMy WebLinkAboutItem 8.2 Village Parkway Fencing C oo -so CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: November 28, 1983 UBJECT Village Parkway Fencing EXHIBITS ATTACHED Plan View; Draft letter to property owners ; Draft Survey RECOMMENDATION r See Below FINANCIAL STATEMENT: Construction Cost - $220, 000-$280 , 000 DESCRIPTION BACKGROUND During the 1983-84 hearings on the Five Year Capital Improvement Program, the City Council expressed its concern with respect to the dilapidated condition of the wooden fencing along Village Parkway between Amador Valley Boulevard and Kimball Avenue . Since this portion of Village Parkway is one of the main entrances into the City, the Council requested Staff to develop a project to improve the appearance of the fencing. The City Engineering Staff has determined that the fence was constructed on private property by the developer of the subdivision along Village Parkway. The fence is typically located approximately 1 1/2 ' to 2 ' from the right- of-way line . It was also determined that the existing fence pilasters are not of sufficient strength to be used in a new wall . ALTERNATIVE SOLUTIONS Staff has determined that the most cost effective means of improving the appearance of Village Parkway would be to construct a new pre-cast concrete type wall, similar to the wall used for the "Parkway Terrace" subdivision on the east side of Village Parkway between the Kodak Plant and the Dublin High School . This type of a wall is desirable because of its sound-blocking characteristics and its low maintenance . Staff has identified two alternative projects utilizing such a wall , which the City Council may wish to consider. Alternative #1 ( See Plan View Option No. 1) This alternative would provide for the construction of a six ( 6 ) foot wall on the right-of-way line at the back of the existing sidewalk. The existing > fence would be left alone . Property owners would then have the option to remove their fence at their discretion. This alternative would narrow the existing distance between the curb and the wall from approximately nine ( 9 ) feet to seven ( 7 ) feet . This would appear to close in the street slightly, would not leave any room behind the sidewalk to soften the visual appearance of the mile long wall with landscaping and would potentially limit the use of bus shelters by the City along Village Parkway in the future. This alternative may also create potential police problems in the future, in that it would create a gap between two walls . This alternative would have the benefit of reducing the cost by eliminating the demolition of the existing fence and save Staff time required to obtain permission from adjacent property owners , or in developing an assessment district . The estimated cost of this alternative is as follows : Wall $ 170 , 000 Landscaping/New Sidewalk 50 , 000 Total Project Cost $ 220, 000 ---------------------------------------------------------------------------- COPIES TO: ITEM NO. <9- .Z.J Alternative #2 (See Plan View Option #2 ) This alternative would provide for the demolition of the existing fence and the construction of a six ( 6 ) foot wall in its place . This alternative would necessitate obtaining an access easement from approximately seventy ( 70 ) property owners who live along Village Parkway at this location. This alternative would require the installation of additional sidewalk, but is preferable from an aesthetic and public safety point of view. The estimated cost of this alternative is as follows : Wall $ 170 , 000 Demolition 30, 000 Landscaping/New Sidewalk 80 , 000 Total Project Cost $ 280, 000 FINANCING ALTERNATIVES This project could be financed as follows : Alternative A The City could finance the entire cost of the project under both alternatives 1 and 2 above . Alternative B The City could form an assessment district in order to have residents participate in financing all or a portion of the cost of construction. Alternative C The City could form an assessment district as a means of obtaining the access easement and then finance the entire cost of the improvements . PROJECT IMPLEMENTATION If the City Council was interested in pursuing this project during Fiscal Year 1983-84 , construction could commence as early as mid-March. Funds could be made available from the Street Improvement Reserve. They City Council may also defer consideration of the project until next year ' s capital improvement program. RECOMMENDATION It is Staff ' s recommendation that the City Council consider Alternative #2 as preferable alternative. Staff further recommends that the City contact affected property owners to ascertain their views with respect to a wall . Box 2340 Dublin, CA 94568 (415) 829-4600 D R A F T (Date ) SUBJECT : FENCE REPLACEMENT ALONG VILLAGE PARKWAY Dear Property Owner : You are being sent this letter because you own property backing Village Parkway in Dublin. The City Council is investigating the replacement of the existing wood fence along Village. Parkway and is asking for your input on this decision. The fence is now on your property and is your maintenance responsibility. The Council recognizes, however, that the fence also functions as the visual and physical boundary to the! public street, and that the bulk of the damage to the fence comes from the public side . Two options are being investigated for this fence replacement, both by a precast concrete wall because of its low maintenance and sound reducing qualities . The first option is to construct a new wall on the street side of your fence, which would leave the existing fence for you to remove as you see fit . The second option is to remove your fence and install in its place, a new walla This option would require an 18" easement from all property owners backing onto the street. Please fill out and return to us, as soon as possible, the enclosed questionnaire so that the City Council can make " a decision on this issue . Sincerely, Richard C. Ambrose City Manager RCA:kk QUESTIONAIRE I am the property owner at and my property backs onto Village Parkway. address CHECK ONE: I am in favor of the City removing the existing fence and replacing it with a 6 foot concrete wall, and would be willing to dedicate an 18" easement to the City at no charge for this easement. I am in favor of the City constructing a 6 foot concrete wall outside my fence, in the public right-of-way and leaving my fence in place. I am in favor of the City leaving the fence as is .
