SUBJECT Dublin Boulevard Plan Line Study - Status Report

RECOMMENDATI Review Traffic Engineer ' s Report and provide input to
Traffic Engineer with respect to any modifications
requested for the Dublin Boulevard Plan Line
FINANCIAL STATEMENT: Other than projects already included in the City ' s
Five-Year Capital Improvement Program, no additional
specific improvements are scheduled.
DESCRIPTION In accordance with the 1983-84 approved City budget,
the City ' s Traffic Engineer and City Engineer are currently developing long
term recommendations for Dublin Boulevard. The attached report presents the
current status and the interim recommendations for Dublin Boulevard. The
City ' s Engineering Staff will have a strip map and sketches of the
recommendations for review at the meeting.
Upon receiving input frcm the City Council, the Engineering Staff will
prepare a final report for review and eventual adoption by the City Council
following a public hearing.
The City has also received requests from 2 property owners regarding
modifications to Dublin Boulevard. The City has had, for some time, . a
request from the Shell Oil Station at the intersection of San Ramon Road and
Dublin Boulevard for a median break. The City has also received a request
from Imperial Freeholds regarding a requirement that they signalize the
entrance to their proposed development which is located near the
intersection of Dublin Boulevard and Sierra Court. The City Traffic
Engineer will be prepared to present to the City Council a status report on
both of these requests .

SUBJECT: Dublin Boulevard Plan Line -
As requested by the City Council , our firm has been working on the
Dublin Boulevard Plan Line Study, and I will give a verbal report on the
subject at the coming Council meeting . The study is based on future
land-use assumptions, basically a build-out of Dublin , listed in the
attached print-out. A Dublin BART Station , to be located at Golden Gate
Drive south of Dublin Boulvard, was included in the future land-use. It
would generate 638 p.m. peak hour vehicle trips and 4250 daily vehicle
trips. Also, the plan line study anticipates the new I-680 interchange,
with ramps at Village Parkway and Amador Plaza Road. This memorandum
summarizes our preliminary findings.
West of Donlon Way
The Plan Line should follow the existing striping and roadway
configuration .
The existing lighting system is inadequate.
Donlon Way to San Ramon Road
The westbound approach at the intersection of Dublin Boulevard and
Donlon Way should be restriped to retain two through lanes and one
left-turn lane.
The bike lanes along both sides of this Dublin Boulevard segment should
be removed.
The eastbound approach to the intersection of Dublin Boulevard and San
Ramon Road should be restriped to contain two 10-foot left-turn lanes,
two 11-foot through lanes , and one 12-foot right-turn lane . The
westbound approach should be restriped to contain two 10-foot left-turn
lanes and two through lanes . In addition , a 12-foot westbound
right-turn lane will be required. Therefore, an additional 12 feet of
widening is needed for a length of approximately 300 feet to the east of
the intersection
The existing lighting system is inadequate except at the intersection of
Dublin Boulevard and San Ramon Road.

San Ramon Road to Village Parkway
Six lanes should be planned for this segment of Dublin Boulevard.
Between intersections , the existing roadway can be restriped to obtain
one 12-foot lane and two 11-foot lanes in each travel direction .
However , between Golden Gate Drive and Amador Plaza Road there is a
390-foot segment of Dublin Boulevard which has a pavement width of only
74 feet . Therefore , the pavement of this segment should be widened to
have at least a 82-foot width.
Additional widening would be necessary for both the eastbound and
westbound approaches at the intersection of Dublin Boulvard and Regional
Street to accommodate right-turn lanes . The approximate length for the
12 feet wide right-turn lanes is 200 feet.
However, the provision of additional right-turn approach lanes can come
at a later date than the restriping effort required to provide three
through lanes
A left-turn lane should be added onto the northbound approach of Amador
Plaza Road.
The median opening between Amador Plaza Road and Village Parkway ,
serving the Dublin Cinema, should be closed. The' Cinema should obtain
an alternative access point on Amador Plaza Road.
The intersection of Dublin Boulevard/Amador Plaza Road should be
signalized. This is now being accomplished . Street lights should be
installed along the raised medians . Lighting at all intersections
should be emphasized.
Village Parkway to Clark Avenue
The eastbound approach at the intersection of Dublin Boulevad and
Village Parkway should be restriped to contain two 11-foot left-turn
lanes and two 12-foot through lanes. The westbound approach should be
restriped to contain one left -turn lane and three through lanes .
However, additional widening would be necessary for a westbound
right-turn lane. The approximate length for the 12 feet wide right-turn
lane is 300 feet .
Traffic signal should be installed at the intersection of Dublin
Boulvard and Clark Avenue.
Additional street lights should be installed . Lighting at the
intersections should be emphasized.

East of Clark Avenue
The Plan Line should follow the existing striping and roadway
configuration at all locations except the intersection of Dublin
Boulevard and Dougherty Road.
The eastbound approach at the intersection of Dublin Boulevad and -
Dougherty Road should be restriped to contain two 11-foot right-turn
lanes , one 11-foot through lane, and one 11-foot left-turn lane. The
northbound approach should be restriped to contain a dual left-turn
lane, a through lane, and a through and right-turn combination lane.
The southbound approach should be restriped to contain a left-turn lane ,
a right-turn lane and three through lanes . The westbound approach
should be widened to provide a dual left-turn lane.
Traffic signals should be installed at the intersections of Dublin
Boulevard/Sierra Court and Dublin Boulevard/Dublin Court.
Street lights should be installed along this section of roadway .
Lighting at all intersections should be eflilphasized.
The five existing signaized intersection and the three proposed will
need to be coordinated as one interconnect group, from the intersection
of Dublin Boulevard/Dougherty Road to theintersection of Dublin
Boulevard/San Ramon Road . The group should be controlled by a
Multisonics VMS-220 Master.
However, the provision of additional right-turn approach lanes can come
at a later date than the restriping effort required to provide three
through lanes.

that time,"'we had intended to have a signalized entrance into the site off
Dublin Boulevard..:
:..: .. ....In recent discussions which I have had with TJKM, I understand that there is

a proposed traffic signal to be installed on Dublin Boulevard at Sierra Court.
I have been notified by Mr.:Larry.Tong that TJKM will recc>:umend against cur {
request to install a traffic signal at the entrance-to our site .as it is only
approximately 400 feet frcn _the new proposed Sierra-Court signal.
Since our project would ultimately require parking for.approximately. 720 cars,
it is vital .to the .success of the development that it have adequate ingress
and egress to Dublin Boulevard. 'It is questionable whether .this can be satis-
: factorily acccmplished without a signalized entrance. . Due to .this, -I am re-
questing that.this 'matter:be presented to the City Council for final. determination.
I believe it is 'possible for the two •traffic signals to be synchronized to work
in concert with each other to properly.r ate traffic flow.
Please not me if :I can provide any further .infanation prior to your suYmitting
