As a result of that action, representatives from the Cities of Danville, Dublin, Livermore, Pleasanton and San Ramon have met to discuss an appropriate strategy in presenting the Valley ' s case to the BART Board of Directors. Councilmember Jeffery and representatives from the other Cities have _ developed a letter to the BART Board emphasizing the need for the Valley _ extension . The BART Board of Directors will be meeting on February 16 , 1984 . Staff has submitted a request to the BART Board that the representatives from the 5 Valley Cities be given an opportunity to address the BART Board regarding the Livermore-Pleasanton Extension. Councilmernber Jeffery has requested that this item be placed on the agenda in order for the Council to determine in what manner the City should be represented at that meeting . ---------------------------------------------------------------------------- COPIES TO: ITEM NO. Oakland Airport connector. Extend Muni Metro toward Fisherman's Wharf.. Buy SPT San Ramon Branch ROW north of Alamo and a6ut.h of Danville. Buy station sites and critical ROW for future BART extensions. I also urge a freeze on adding lanes to I-80 (Bay Bridge to Route 4, and I-680 (Dublin to Pleasant Hill) , until BART alternatives are analyzed. Very truly yours, Robert S-. (See attached copy of BART Extension Phasing.) We BARCLAYSIMPSON also agreed to support a people :mover linking BART Coliseum 1ST DISTRICT station with the Oakland Airport, to be built concurrent with NELLOBIANCO or sooner than the S.F. Airport extension. 2ND DISTRICT ARTHUR J.SHARTSIS BART's proposed $390 million extension 'beyond the end of 3RD DISTRICT our planned Daly City tail track and a station trainside with MARGARET K.PRYOR the Caltrain Peninsula Commute west of U.S. 101 aims to cut out 4TH DISTRICT Caltrans proposal to extend the commute rail about a mile in ROBERT S.ALLEN San Francisco for an estimated $340 million. 5TH DISTRICT ' JOHN GLENN Our package achieves a startling equity to the people in 6TH DISTRICT each of the three BART counties: .- WILFRED T.USSERY Contra Costa: 7TH DISTRICT North Concord/ West Pittsburg $362 million estimated. If necessary to cut back on Phase I, I am strongly urging that it be done across the board. Interim single track would probably cost about 60% to 70%. Board adopted 2, 1q54- r February 6, 1984 TO ALL INTERESTED PARTIES: Today representatives from the cities of Danville, Dublin, Livermore, Pleasanton, and San Ramon met to discuss the recent action, by the BART Board of Directors, to include a rail extension to the San Francisco Airport, as part of BART'_'I submittal to the Metropolitan Transportation Commission. As a result of today' s meeting, repre- sentatives from each community agreed to coordinate efforts to lobby BART for placing a high priority on the Livermore-Pleasanton Rail Extension. Attached is a draft letter developed for your consideration. It is recommended that you copy this letter onto your own letterhead, sending the original to the BART Board of Directors with copies to those individuals and organizations on the attached list. All letters should be mailed to the BART Board of Directorsrllprior to their next meeting, which will be held on Thursday, February 16, 1984 , at 9 : 00 a.m. The meeting will be held in BART' S Administrative Offices on the first floor at 800 Madison Street in Oakland. In the meantime) if you have any questions, please contact your local Chamber of Commerce. — February 6, 1984 Board of Directors Bay Area Rapid Transit District 800 Madison Street Oakland, CA 94607 Honorable Bart Board of Directors : We would like to express our disappointment and anger at the recent decision; by your �oard< to adjust the Barrt Rail expansion plan to include the San Francisco airport extension at the expense of°; the Livermore-Pleasanton extension. Our community has already invested 37 million dollars in property taxes and 27 million dollars in sales tax to insure the building of a transportation system to service our area. In the past, we have been both supportive and patient with BART ' S plans, knowing that the Livermore-Pleasanton extension would be built as soon as the funds became available . Over 20 years ago, when our citizens agreed to pay for the BART system, we felt that we were investing in our future . -.That.' future is now. Mr. Arthur Shartsis, at a recent Metropolitan Transportation Commission public hearing supported the plan for the Livermore Valley. We find it interesting that he has now changed his mind. As taxpayers we do not understand the logic of building in a non- BART county where no contributions to the system have previously been made by the taxpayers . BART ' S decision really leads one to question the integrity of the manner in which BART funds the entire rail system. We would urge your Board to reconsider its decision, and give the Livermore-Pleasanton Rail Extension a priority which will assure funding in the first phase. On the ballots to be used at said elections each voter to vote for said measure hereby submitted and for the incurring of said district bonded indebtedness shall stamp a cross (X) in the blank space opposite the word "YES" on the ballot to the right of said measure, and to vote against said measure and against incurring said district bonded indebtedness shall stamp a cross (X) in the blank space opposite the word "NO" on the ballot to the right of said measure. On absent voter ballots the cross (X) may be marked with pen or pencil. Section 2. The Board of Supervisors of the County is hereby requested to order the consolidation of said special district bond election with said general election to be held on Tuesday, November 6, 1962, insofar as the District is con- cerned, and to further provide that within the territory affected by said order of consolidation, to wit, the County, the election precincts, polling places and voting booths shall in every case be the same, and there shall be only one set of election officers in each of said precincts. All residents of the County who are qualified electors possessing the qualifications prescribed by the general election laws of the State of California shall be entitled to vote at said special district bond election. Said Board of Supervisors of the County is further request- ed to order the County Clerk of the County (i) to set forth on all sample ballots relating to said consolidated elections, to be mailed to the qualified electors, said measure hereinabove set forth, and (ii) to provide absent voter ballots for said general election and said special district bond election consolidated there- with for use by qualified electors who are entitled thereto, in the manner pro- vided by law. Section 3. Said Board of Supervisors of the County is hereby urther authorized to canvass,. or cause to be canvassed as y provided by law, the returns of said special district bond election with respect to the votes cast on said measure and to certify such canvass of the votes cast for and against said measure to this Board. Section 4. The Secretary is hereby authorized and directed to certify to the due adoption of this resolution and to transmit a copy thereof so certified to the Board of Supervisors of the County and to file a copy hereof so certified with the County Clerk of the County.
