FINANCIAL STATEMENT: Improvements will be estimated for incorporation into the 5 year Capital Improvement Program DESCRIPTION This study has been undertaken at the direction of the City Council as part of the 1983-84 capital budget to determine deficiencies of and remedies for the Dublin Boulevard configuration as it relates to traffic . Improvements identified and approved by Council will be included in this years update of the 5 year Capital Improvement Program. This meeting is to be informational especially to the property owners fronting Dublin Boulevard and to elicit public feedback. As this is the only major street that will probably require right-of- way acquisitions and the fact that access in and out of several parcels may be altered, this study session is being held in advance of the Public Hearing. The recommended month between this meeting and the _ Public Hearing will give the property owners and tenants time to review plans at City Hall and inform themselves of the proposed improvements . As to the Shell Station request for an additional access from Dublin Boulevard or San Ramon Road, staff is recommending against this request from a traffic safety standpoint. However, staff has reviewed the site for the most feasable location and found it to be on San Ramon Road. To add this San Ramon Road driveway would require removal of the free right turn at the subject corner together with attendant signal modifications . The applicant ' s traffic engineer has estimated these improvements to be in the $50, 000 to $60, 000 range. Also, as the State originally purchased access rights, these rights should be purchased back by the applicant. If it is the Council ' s desire to allow this access, staff will draft up an agreement with the applicant as to payment for the improvement modifications and cover the possibility that should this change be determined not to work, that the applicant pay for restoring the corner to its previous configuration. ----------------=----------------------------------------------------------- ITEM NO. Silvergate Drive to Donlon Way - minor changes to street to be incorporated with the proposed development west of Hexcel . 2 . Donlon Way to San Ramon Road - a. West bound approach to Donlon Way be restriped for two through lanes, moving bike lane behind sidewalk. b. East bound approach to San Ramon Road restriped for two through lanes, two left turn lanes and one right turn lane. This will require the raised median to be moved to the north. C . Staff is recommending against additional access to the Shell Station at the southwest corner of Dublin Boulevard and San Ramon Road. However, if it is Council ' s desire to grant this requested addi- tional access, the only practical method -to provide the access is to install a driveway on San Ramon Road, eliminate the free right turn at the corner, and require the station owner to obtain approval from CalTrans, purchase access rights and pay for allthe costs, to modify the intersection for this change. Further, the station owner .should be required to sign an agreement and post securities,-to replace the intersection to it' s former configuration should the modification become a safety problem. 3 . San Ramon Road to Village Parkway- restripe :for 6 lanes, (widening at Crown Chevrolet) , add right turn lanes and bus -,turnouts. 4 . Box 7004 Lafayette, CA 94549 Dear Mr. Urban: P83170-0 Pursuant to your request, DKS Associates has analyzed available options for improved access to the Shell Station located at the intersection of San Ramon Road and Dublin Boulevard in Dublin. This letter summarizes our findings. BACKGROUND The station is located in the southwest quadrant of the intersection of San Ramon Road and Dublin Boulevard. Existing access is limited to two curb cuts along Dublin Boulevard. Right turn access into the station from eastbound Dublin Boulevard is available. However, raised medians on both Dublin Boulevard and San Ramon Road along with the absence of a curb cut along San Ramon Road make direct access into the station from all other directions difficult. Station access for westbound, southbound and northbound traffic can only be gained by travelling west to the intersection of. Dublin _ Boulevard and Donlon Way, making a U-turn, returning eastbound on Dublin Boulevard and accessing the station with a right turn. The station owner wishes to improve access to his station. Options developed by the City's traffic engineer included median breaks on Dublin boulevard adjacent to the station or provision of a curb cut on San Ramon Road. All median break options were rejected because of their geometric infeasibility. DKS Associates analyzed the operation and safety of the curb cut option. TRAFFIC OPERATION The San Ramon Road/Dublin Bo' levard 'intersection is one of the most heavily travelled d intersections in Dublin. Separate right turn lanes are provided on all approaches. Double left turn lanes are provided westbound. All other approaches have single separate left turn lanes. Full eight phase traffic signal control is provided. Significant future growth in the traffic through this intersection is anticipated. Ultimate geometrics include addition of one through lane southbound and double left turns on all approaches. Generally, addition of curb cuts is discouraged at major intersections. Heavy driveway traffic can reduce street capacity and disrupt the normal traffic stream. However, at the Shell Station location the street is over 60 feet wide. This would permit addition of a separate right turn lane into the station while maintaining the three through lane geometrics proposed for full buildout conditions. The free right turn from eastbound Dublin Boulevard to southbound San Ramon Road would provide a relatively high speed conflict with vehicles entering or existing at the proposed curb cut location. Therefore, the free right turn should be elimated if the curb cut is to be installed. The separate right turn lane could be retained. No significant reduction in intersection capacity would result from modification of the right turn lane. Adequate space exists to install the curb cut as much as 40 feet from the intersection curb return. This would meet the City's driveway permit requirements. TRAFFIC SAFETY The accident history at the San Ramon Road/Dublin Boulevard intersection was reviewed for the period between January I, 1.982 and June 30, 198:1.- The accidents occuring during this period are summarized below. Particular attention ':was given to the northeast -and northwest quadrants of the intersection. Gas stations occupy both of these quadrants and both have curb cuts on both Dublin Boulevard and San Ramon Road. No accidents involving use of these driveways were recorded during the period,studied. Mr. Will Urban. - ' Shell Oil Company January 31 , 1984 Page 3 CONCLUSIONS The following conclusions are based on the analysis of traffic operations and safety at the intersection of San Ramon Road and Dublin Boulevard. o The proposed curb cut can be provided without seriously disrupting traffic operations at the San Ramon Road/Dublin Boulevard intersection. o Geometric design of the proposed curb cut can provide for safe access into the Shell Station. We have estimated the cost of the geometric revisions associated with the proposed curb cut to be between $507000 and $60,000. It should be noted that this estimate is based on limited information and is intended only as an indication of the order of magnitude of the construction costs. The driveway in question is at a location where the station was previously allowed to have access under provision of a temporary lease . 'In December 1968, however, Alameda County requested the lease be terminated and the driveway closed. This was in connection with proposed road construction to revise the intersection and provide channelization ,* including free right turn lanes . Subsequently, the lease was terminated and the driveway was closed.
