HomeMy WebLinkAboutItem 8.3 Amarillo Springs/Redwood Grove Public Use S CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: March 26, 1984 SUBJECT Amarillo Springs and Redwood Grove ( 7100 San Ramon Road) potential designation for public use EXHIBITS ATTACHED Memorandum from DSRSD Citizen ' s Advisory Committee on Parks & Recreation to DSRSD Board of Directors dated September 28 , 1978 ; Excerpt from approved plans for Springs Apartments RECOMMENDATION Consider the Park & Recreation Commission ' s request to determine how the site can be legally acquired for public use, and to assess costs associated with the acquisition, development and maintenance thereof FINANCIAL STATEMENT: Undetermined at this time DESCRIPTION Upon the request of Park & Recreation commissioner — McCormick , Staff completed a preliminary review of records related to the Springs development . It appears that the developer was required to convey an easement to DSRSD for the purpose of historical preservation and public use and enjoyment . The easement was subject to DSRSD acceptance . Paul Ryan, General Manager of DSRSD has indicated that they do not show any record of accepting this easement . Therefore, the status of the property cannot be determined without further investigation. If this is not currently within the public right-of-way, the City would be assuming maintenance and other liabilities . The location of the Springs is 1 ) the site of the first home built in Dublin in 1826 by Jose Marie Amador and 2 ) recognized by the Dublin Historical Preservation ASsociation as one of the few historical sites remaining in the City. The amendment has been proposed -by the Planning Commission as a vehicle for' taking a fresh look athse plan veralf separrate entire requests for area rather rezoning than trying to deal with various parcels. The Citizens' Advisory"• Committee feels that this procedure of ' for the area (which, by the way,• first reviewing the w plan as only recently adopted) is a better procedure than changing t the plan piecemeal through rezoning decisions. That , second, a pedestrian way of no less than 25' in width be designated as public easement , such pedestrian way running along the extreme western boundary of the planning area between Mape Park and Dublin Boulevard adjacent to Donlon Way. That., third, a 25 ' pedestrian path running from Mape Park to San Ramon Valley Boulevard on the north side of the creekbed be designated in the revised plan. That , fourth, preservation of the Redwood grove and Amarillo Spring .(inclusive .of pedestrian access from San Ramon Valley Boulevard) be made part of revisions to the plan; and That , fifth, -' a, pedestrian pathway of no less than 25 ' in width to the west of the existing bicycle path and following its sling ment 'be included in revisions to the existing plan. - _ Respectfully submitted,: t Citiaens' `.Advisory.
