FINANCIAL STATEMENT: 1984-85 Program cost $14 , 084
DESCRIPTION The City presently contracts with the San Ramon Valley
Community Center for the provision of Paratransit Services to senior
citizens and the transportation handicapped of Dublin . These services are
made available on a 5 day/week basis to approximately 61 riders from Dublin
and 394 riders from Alamo to San Ramon . Transportation is provided for
medical appointments , shopping , personal business , social and recreation
purposes , etc. These services have historically been financed by
Transportation Development Act (TDA) funds, local subsiodies, farebox
revenues and donations . Shown below is comparison of the program costs :

As indicated above , the cost to the City for the 1984-85 Paratransit Program
is less than 1983-84 . This is primarily due to an increase in the City ' s
1984-85 TDA allocation . It also important to note that while the cost of
the program has decreased, the number of Dublin ' s riders has increased.
It is Staff ' s recommendation that the City Council authorize continued City
participation in the Paratransit Program proposed by the San Ramon Valley
Community Center .

RE: 1983-84 Paratransit Program Operation
The Paratransit service operated by the San Ramon
Valley Community Center serves people over 60 or disabled
people under 60 who are residents of Danville, San Ramon,
Dublin, or the unincorporated areas of Contra Costa County
known as Alamo, Blackhawk, Diablo or Whitegate.
Of the registered riders , 83% are residents of
Contra Costa County and 17% are Alameda County residents .
Contra Costa County residents take 77% of all trips and
Alameda County residents take 230 . See the attached graphs
to see individual area percentages.
Approximately 1, 000 trips covering over 6 , 000 miles
are taken per month, using two vehicles with one back-up.
Two of the vehicles are wheel chair lift equipped, and about
7% of the trips use the lift. Because of the nature of the
San Ramon Valley , the average passenger trip is over eight
miles long. Drivers give assistance whenever needed, though
attendants are encouraged for wheel chair passengers . New
passengers are registering at the rate of 5 - 10 per month.
