FINANCIAL STATEMENT: Appropriate funding for these positions has been
included in the 1984-85 budget
DESCRIPTION During the 1984-85 budget process , the City Council
appropriated funds for the addition of two full-time positions and one
part-time position. Pursuant to the Personnel System Rules, appropriate job
descriptions must be adopted .
The proposed resolution contains a job description for each of the following
positions : Crime Prevention Assistant (Part-Time) , Recreation Supervisor
and Senior Planner . These are consistent with the needs of the organization
and related jobs in other municipal agencies .
It is recommended that the City Council adopt the attached resolution
pursuant to the Personnel System Rules .

RESOLUTION NO. - 84
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

AMENDING THE CLASSIFICATION PLAN
WHEREAS , in accordance with the Personnel System Rules,
the City Council adopted Resolution No. 30-84 Establishing a
Classification Plan; and
WHEREAS, during the consideration of the 1984-85 budget,
the City Council projected the need for additional personnel to
provide an adequate level of services to the community; and
WHEREAS, the adoption of a job description is required
for all authorized positions . .
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84
and any amendments adopted in conjunction with Resolution No. 30-
84 shall be further amended to include the following
classifications and attached job descriptions ( Exhibits A, B and
C) and shall become a part of the official Classification Plan for
the City of Dublin :
Crime Prevention Assistant (Part-Time) Exhibit A

CRIME PREVENTION ASSISTANT
(PART-TIME)
THE POSITION
Assists the Crime Prevention Sergeant in coordinating, planning, presenting
and monitoring of community crime prevention programs.
EXAMPLES OF DUTIES
Prepares and presents neighborhood watch meetings; develops and presents
child and school safety programs ; designs crime prevention literature
responding to identified needs in the community; represents crime prevention
program at civic events ; develops and prepares newsletter ; operates video
equipment ; assists with the organization and implementation of merchant ' s
alert program.
QUALIFICATIONS
Education & Experience
High school graduate, or equivalent certification and some prior peace
officer experience is required with completion of POST Basic Certificate .
Knowledge & Abilities
Knowledge of crime prevention techniques utilized with neighborhood watch
programs ; procedures business representatives and residents can take to
prevent crimes ; common safety and security practices; and public relations
skills .
Ability to complete assignments in a timely manner ; fulfill specified work
hour commitments; establish and maintain cooperative working relationship
with those contacted in the course of work ; communicate effectively orally
and in writing; use electric typewriter ; and schedule various activities .
LICENSE
Valid California Class III to be maintained as a condition of employment .
RECREATION SUPERVISOR
THE POSITION
The Recreation Supervisor is under the administrative direction
of the Recreation Director . The position is responsible for
planning, organizing and implementing a variety of recreational
services, activities and programs .
EXAMPLES OF DUTIES
Plans, organizes and provides supervision for recreation
programs . Areas supervised may include different age groups and
include a variety of specific activities . Programs may focus on,
but are not limited to: special interest classes, after school
activities , senior citizens , sports, teenagers and other
recreational offerings as defined by established Department goals
and objectives . Participates in the recruitment and selection of
part time recreation personnel. Prepares publicity information
related to programs . Works with local officials and community
groups . Maintains records and prepares reports of recreation
activities ; and other related duties as required.
QUALIFICATIONS
Education
Bachelor ' s Degree from an accredited college or university,
majoring in Recreation Administration or a related field.
A minimum of two ( 2 ) years of increasingly responsible paid
recreation experience , preferably including supervisory
experience.
Knowledge and Abilities
Thorough knowledge of the operation of recreation programs ;
public personnel recruitment practices; accepted techniques and
methodology of supervising part time employees and volunteers;
and the preparation of press releases, brochures and other
promotional literature. Ability to utilize staff and volunteers
effectively; prepare concise written and oral reports ; work with
community groups and organizations ; maintain accurate records ;
and evaluate program effectiveness .
Licenses
Requires a valid California Class III driver ' s license to be
secured prior to employment and maintained current as a condition
of continued City employment .
SENIOR PLANNER
THE POSITION
The Senior Planner serves under the general direction of the Planning
Director. The Senior Planner is responsible for providing professional
journey level planning assistance to the City. Particular emphasis will be
on site planning, design review, and ordinance development, including both
advanced and current planning responsibilities.
EXAMPLES OF DUTIES
Review and analyze site plans, landscaping, grading, architectural plans
and recommend appropriate solutions ; prepare comprehensive revision to
zoning ordinance; develop annexation and fiscal impact review procedures ;
prepare reports and ordinances for policy decisions; prepare oral and
written Staff reports ; attend and present Staff reports to the Planning
Commisssion, City Council, and other groups and organizaitons; prepare
elements , studies, and revisions to the General Plan; provide public
counter assistance ; respond to public inquires; assist in administration
and enforcement of zoning, subdivision and other related ordinances; and
perform other duties as assigned.
QUALIFICATIONS
Education and Experience
Bachelor ' s degree from an accredited four year college or University,
majoring in Urban Planning or a related field. A Master' s Degree is
desirable .
A minimum of three years of full-time suitable professional experience in a
planning office including site planning, design review, and zoning work.
Knowledge and Abilities
The Senior Planner must have knowledge of local and state laws relating to
zoning, planning, environmental review, and subdivision matters ; principles
of site planning and design review; techniques used in the development of
general plans and related ordinances ; and research and analysis methods
related to City Planning. The Senior Planner must be able to prepare and
present comprehensive and concise written and oral reports ; make effective
presentations at public meetings, recommend creative solutions and use
resourcefulness and tact in dealing with the public; and interpret and
apply policies, ordinances, and regulations to planning projects .
Licenses
Requires a valid California Class III driver ' s license to be secured prior
to employment and maintained current as a condition of continued City
Employment.
