HomeMy WebLinkAboutItem 8.7 Recreation Progrm and Fee Policy f r CITY OF DUBLIN 6 AGENDA STATEMENT CITY COUNCIL MEETING DATE: July 23 , 1984 SUBJECT Recreation Program and Fee Policy EXHIBITS ATTACHED Resolution RECOMMENDATION Adopt Resolution FINANCIAL STATEMENT: None DESCRIPTION In order to facilitate the administrative processes relating to the development of recreational services, it has been recognized by Staff that a guiding policy regulating the future development of programs and their related fees is necessary. The concept was presented 'to the Park &Recreation Commission on July 17 , 1984 and they have endorsed the policy to require City Council approval of any subsidized programs not indicated in the annual budget prior to the development of said programs . If a policy of this nature is not adopted, the operation of the Recreation Department will become quite cumbersome due to the need for City Council approval of individual programs and classes already indicated in the annual budget . The adoption of this policy will allow for the efficient development of programs and services with appropriate review by the Park & Recreation Commission and City Council as required. ---------------------------------------------------------------------------- COPIES TO: ITEM NO. 8. 7 l RESOLUTION NO. - 84 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN -------------------------------------- ESTABLISHING A POLICY FOR THE DEVELOPMENT OF RECREATION PROGRAMS AND ASSOCIATED FEES WHEREAS, it is the desire of the City Council to develop recreation programs that will provide a diversified and responsive community service for the residents of Dublin; and WHEREAS, it is the intent of the City Council to offer programs that meet the needs of residents in all age groups; and WHEREAS, in recognition of the need to facilitate the effective operations of the Recreation Department, it is necessary to establish policy guidelines for the development of recreation programs and associated fees; and WHEREAS, the Park & Recreation Commission has reviewed and recommends adoption of these policy guidelines . NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby adopt the following policy relating to the development of recreation programs and associated fees: (a ) Recreation programs will be developed within the parameters of the Recreation Department Budget adopted annually by the City Council . The City Council will approve all programs or classes subsidized by the City, prior to those programs being offered by the Recreation Department . A subsidized program or class is defined as any program or class in which the registration fee does not cover the direct cost of offering the program or class with a minimum number of enrolled participants . Minimum enrollment will be determined based upon salary, material and facility usage costs . ( Example: Summer playground programs, the development of a youth center , etc . ) (b) All non-subsidy recreation programs and classes will be reviewed and approved by the Park & Recreation Commission as they are developed . throughout the year by the Recreation Department . (b) The Recreation Department will attempt to develop programs and classes in which registration will at least cover direct program costs where possible.
