An adjourned regular meeting of the City Council of the City of Dublin was
held on Thursday, April 5 , 1984 in the Monterey Room of Howard Johnson ' s
Motor Lodge . The meeting was called to order at 7 : 45 p.m. by Mayor Peter
Snyder .
ROLL CALL
PRESENT: Councilmembers Drena , Hegarty, Jeffery, Moffatt and Mayor Snyder .
PLEDGE OF ALLEGIANCE
The Mayor led the Council, Staff and those present in the pledge of alleg-
iance to the flag .
GENERAL PLAN PUBLIC HEARING
Planning Director Tong gave a summary of the background leading to the
hearing and suggested a format concentrating on the primary Planning Area .
City Attorney Nave gave legal comments regarding the processing of the
Environmental Impact Report and options which the Planning Commission would
need to review.
mayor Snyder reviewed the format which the discussion would follow. The City
Council would make preliminary policy decisions, review and certify the EIR,
then adopt the General Plan. The Council would deal with the Primary
Planning Area first, then the Extended Planning Area .
City Manager Ambrose reviewed a list of options for park and recreational
facilities on a site by site basis .
Planning Director Tong provided the Planning Commission ' s recommendations .
Mayor Snyder opened the public hearing and numerous speakers discussed the
options .
Elizabeth Schmitt urged the City to purchase one large park site .
Cm. Moffatt indicated support for the old Shannon Center , Heritage Park ,
Alamilla Springs, par course along San Ramon Road, and other recreational
opportunities in the City.
Mr . Ron Nahas expressed support for a 3 to 5 acre park at the east of
Dougherty Hills site, but was opposed to a 20 acre park there .

C:r. Hegarty said that the KREMCO approval should be reviewed regarding the
Dougherty Hills open space area of about 90 acres .
Bud Petersen questioned the closing of schools and elimination of soccer
field locations .
Bill Berman, who lives adjacent to the Dolan site, encouraged the Council to
develop the Dolan site as a major sports park .
Dave Burton felt the Council was overlooking the possibility of taking over
the existing parks and recreation from DSRSD. Mr . Burton mentioned Alamilla
Springs and possibly a different use for the Dublin Sports Grounds .
Beth Howard, representing Murray School District, stated that Frederiksen
School was not available and said that the Dolan School Site should be
excluded as a park .
Jim Bridgell felt that the development of the Dolan site should be an issue
decided upon by the people and that all residents should be polled.
John Corallo questioned access to the Dougherty Hills.
Georgean Vonheeder explained the development of a community park similar to
Little Hills Ranch in San Ramon, rather than a sports park .
Kipp Palters felt the City should utilize the existing flood control areas
for possible running trails .
Karen Boyles recommended that the Council take their time in making these
decisions and look carefully at what the City currently has .
Ruby Burton felt more consideration should be given to youngsters when
developing parks .
Mayor Snyder closed the public hearing .
Cm. Hegarty noted that the residents don ' t want a park on the Dolan Site
because of traffic and other impacts .
Cm. Hegarty felt the City has the means of receiving parks thru park
dedication by developers . The City has the choice of-:taking land or money
in-lieu of land.
Cm. Jeffery felt the Council could not include the Southern Pacific Railroad
site at this meeting as it had not yet gone before the Planning Commission.
Cm. Jeffery felt that existing parks should be brought up to par and if this
were accomplished, perhaps there would not be the public outcry for more
parks .
Cm. Moffatt concurred.

Cm. Drena said he favored a 5 acre park on Dolan School Site, a 5 acre park
on the Dougherty Hills, and about a 40 acre community park along Tassajara
Road.
Mayor Snyder summarized the consensus of the Council in selecting park and
recreational options :
On motion of Cm. Jeffery, seconded by Cm. Hegarty, and by unanimous vote, the
Council made the following decisions with regard to park sites to be listed
in the General Plan :
Dolan School Site - 5 acre neighborhood park ; east of Dougherty Hills - 5
acre neighborhood park ; Fallon School/Kolb Park - 3 to 5 acre neighborhood
park ; Southern Pacific Railway Area - a potential park ; west of Silvergate
Drive - no park ; adopt a policy to work with DSRSD to enhance existing DSRSD
park facilities; adopt a policy to work with the school districts to enhance
existing recreational facilities at school sites including Frederiksen School
Site.
RECESS
A short recess was called. All Councilmembers were present when the meeting
reconvened.
Planning Director Tong reviewed the options for housing, including the
Planning Commission ' s recommendations .
Mayor Snyder opened the public hearing and discussion followed.
Pastor Ward Tanneberg stated he would like a policy to permit consideration
of senior housing.
Cm. Hegarty responded by indicating that the public/semi-public facilities
designation addresses the concept of housing on such sites .
Mr . Mark Rafanelli requested that the City Council, regarding the east of
Dougherty Hills site, remove the 20% minimum single family restriction. Mr .
Rafanelli also requested that the area south of Amador Valley Boulevard at
Dougherty Road be a Planned Development that would allow mixed use or
medium-high density residential or commercial use.
Mr . Stan Harrup suggested requiring a Planned Development on any residential
project over 6 du/acre density.
Cm. Drena questioned the percentage of multiple family in the City.
Planning Consultant John Blayne.y provided the answer .
On motion of Cm. Jeffery, seconded by Cm. Hegarty, and by unanimous vote, the
Council made the following decisions with regard to the housing policies and
options :

Dolan School Site - 22 acres single family at 4 dwelling units per gross
residential acre ; East of Dougherty Hills - 79 acres medium density with
required mixed dwelling unit types including single family detached and
permitting up to 25 units per acre on portions of the site; Fallon
School/Kolb Park - 8 acres single family at up to 6 units per acre ;
Frederiksen School Site - eliminate; South of Betlen Drive - 9 acres single
family at up to 6 units per acre; West of Silvergate - 4 acres medium density
up to approximately 8 units per acre to match .the Neilsen Ranch project ;
South of Amador Valley Boulevard - Planned Development medium high density or
commercial or mixed use; North of Hansen Drive - single family up to 6 units
per acre; North of Valley Christian Center - single family at up to 6
dwelling units per acre; Arroyo Vista - medium density; Davona Drive at
Alcosta Boulevard - medium density at up to 13 units per acre; Valley
Christian Center - public/semi-public facility with a Planned Development
rezoning; a Planned Development rezoning required for a public/semi-public
facility such as a school or church; Downtown intensification - mixed use ;
Housing Program Strategy B and K revised so that in no case would density
increase be more than 250 .
ADJOURNMENT
There being no further business to come before the Council , at 2 : 00 a .m.
Mayor Snyder continued the meeting to Monday, April 9 , 1984 at 7 : 30 p.m. in
the Dublin Library meeting room.
